Programa Município Verdeazul na Bacia do Pardo: avaliação dos fatores condicionantes de eficácia na fase de implementação

Resumo
O presente trabalho teve por objetivo avaliar os fatores condicionantes de eficácia que interferem na fase de implementação do Programa Município Verdeazul nos municípios na Bacia do Rio Pardo. Especificamente, buscou verificar quais são os fatores que atuam como obstáculos à implementação, bem como demonstrar se os mesmos influenciam na performance dos municípios quanto ao cumprimento dos objetivos do programa. Ainda, pretendeu comparar os fatores levantados, demonstrando a existência das contingências comuns entre os municípios, ou particulares a cada um deles, e ao final, sugeriu propostas de aprimoramento ao programa para melhoria da implementação, justificando a realização deste trabalho. Partiu-se do pressuposto de que a implementação de políticas públicas está sujeita a fatores que condicionam o alcance dos seus objetivos e metas, e de que ela pode não ocorrer perfeitamente de acordo com o planejado por seus formuladores. Para cumprimento dos objetivos propostos neste estudo foram entrevistados dez interlocutores do Programa Município VerdeAzul de municípios integrantes da Bacia do Rio Pardo. Por meio da análise de conteúdo, e à luz dos documentos do programa e dos referenciais teóricos adotados, foram criadas categorias representativas dos fatores que constituem obstáculos à implementação do Programa Município VerdeAzul, relacionadas ao envolvimento e à atuação dos atores locais, à concepção e gestão do programa pela Secretaria de Estado do Meio Ambiente e, às condições institucionais. Os resultados permitiram concluir que a implementação do Programa Município VerdeAzul é complexa, e está sujeita à interferência de problemas de origem e tipos variados que comprometem a eficácia do programa no alcance do objetivo de incentivar o planejamento e a agenda ambiental nos municípios.
This study aimed at evaluating the efficacy conditioning factors that affect the implementation phase of the Program Município Verdeazul in the municipalities of the Pardo River Basin. Specifically, the study sought to verify what factors act as barriers to implementation and to demonstrate if they influence the performance of the municipalities in meeting the program’s objectives. It also intended to compare the surveyed factors, demonstrating the existence of common contingencies among the municipalities, or particular to each of them; at the end, the study suggested improvement proposals to the program to improve implementation, justifying this work. It started from the assumption that the implementation of public policies is subject to factors that affect the achievement of its objectives and goals, and that this implementation may happen not as perfectly as planned by its formulators. In order to meet the proposed objectives in this study we interviewed ten interlocutors of the Program Município VerdeAzul, from municipalities in the Pardo River Basin. Through content analysis, and in light of the program’s documents and of the adopted theoretical framework, we created representative categories of the factors that impede the implementation of the Program Município VerdeAzul. These categories are related to the involvement and actuation of local agents, the conception and management of the program by the Secretary of State for the Environment and institutional conditions. The results showed that the implementation of the Program Município VerdeAzul is complex, and it is subject to interference of problems of varied sources and types that may compromise the program’s effectiveness in achieving the goal of encouraging planning and the municipalities’ environmental agendas.
