Resumo
O processo de municipalização vem se conceituando como transferência de funções do governo Federal e Estadual para o município. Trata-se da descentralização. Configura-se como retirada do poder de um eixo central, transferindo-o para a periferia. No caso, o Estado transfere a administração da educação para o município. Ao município consiste a gestão, a gerência, ou seja, a administração das questões referentes ao ensino. Assim, a história da educação brasileira oferece inúmeras oportunidades de ampliação de conhecimento. Nesta perspectiva, o presente estudo buscou reconstruir a trajetória histórica de implantação da municipalização do ensino no município de Junqueirópolis, Estado de São Paulo, evidenciando as principais mudanças no âmbito do ensino após a sua implantação. Tendo em vista a pesquisa realizada, as entrevistas e os questionários, comprovadamente, nota-se uma municipalização que vem dando resultados efetivos, com melhoria na qualidade de ensino. As escolas apresentam melhor estrutura física, mais recursos didáticos e seus professores estão motivados o que conseqüentemente implica em melhorias no processo ensino-aprendizagem dos alunos da rede municipal de Junqueirópolis. Percebe-se, também, compromisso ético dos administradores municipais, para com a educação no município. Claro, não se pretende generalizar. Trata-se de um resultado com tempo e espaço demarcados: município de Junqueirópolis, de 1998 a 2002.
The municipality process comes if appraising as transference of functions of the Federal and State government for the municipality. Thatþs decentralization. Thus, the history of the Brazilian education offers innumerable chances of knowledge magnifying. In this perspective, the present study it searched to after reconstruct the historical trajectory of implantation of the municipalização of education in the city of Junqueirópolis, State of São Paulo, evidencing the main changes in the scope of education its implantation. In view of the carried through research, the interviews and the questionnaires, comprovadamente, a municipality that comes giving resulted effective, with improvement in the quality of education. The schools present physical structure better, more didactic resources and its professors are motivated. Consequently it implies in improvements in the process teach-learning of the pupils of the municipal net of Junqueirópolis. He perceives yourself, also, ethical commitment of the municipal administrators, stops with the education in the city. Clearly, he does not intend yourself to generalize. One is about a result with demarcated time and space: municipality of Junqueirópolis, 1998 to 2002.
