Resumo
A presente Dissertação de Mestrado resultou de uma análise sobre o Conselho Municipal de Assistência Social na cidade de São José do Rio Preto/SP, em sua inserção na Política de Assistência Social no município. A investigadora valeu-se de um estudo de legislações, desde a Constituição Federativa Brasileira de 1988, a Lei Orgânica da Assistência Social e a documentação que compõe a estrutura administrativa legal do Conselho Municipal de Assistência Social. Em São José do Rio Preto, a Assistência se faz presente a partir da Lei nº 6.110, que institui o Conselho Municipal de Assistência Social, enquanto espaço de discussões políticas onde a sociedade civil pode exercer sua cidadania. A pesquisa resultou em aprofundar conhecimentos em relação ao Conselho Municipal de Assistência Social, através de entrevistas aplicadas aos conselheiros e ex-conselheiros do poder público e da sociedade civil, onde verificou-se se estes vêm acompanhando a Política de Assistência Social na cidade a partir da descentralização e municipalização; se os Planos Municipal são elaborados com a efetiva participação dos diversos segmentos da sociedade e se a utilização dos recursos destinados à Assistência são alocados no Fundo Municipal de Assistência Social. Este trabalho permitiu a sistematização, organização e discussão sobre a implantação do Conselho, além da observação de como os Conselheiros vêm atuando para a efetivação deste, através da LOAS. Na interpretação dos dados, através das entrevistas com os sujeitos, concluiu-se que a Política de Assistência Social na cidade começa a dar sinais de ter encontrado um caminho, embora ainda se perceba a continuidade de um trabalho assistencialista.
The current master's dissertation resulted from an analysis about the City council Social Work in São José do Rio Preto, a city in São Paulo State, in its insertion in the city social work policies. The researcher made use of a study of legislation dating back the Brazilian Federative Constitution of 1988, the Social Work Organic Law and the documentation that composes the legal administrative structure of the City Council Social Work. In São José do Rio Preto, the social work appears within the law number 6110, which institutes the City Council Social Work as a place for political discussions, where the civilian society can perform their citizenship. The research deepened the knowledge of the City Council Social Work, through interviews directed to the counsellors and ex-counsellors of the public administration and the civilian society. We could verify whether those people were aware of the city social work policies since the decentralisation and municipalisation, whether the city plans were elaborated with the effective participation of different parts of society, and also whether the utilisation of the resources destined to the social work are placed in the social work city funds. This work allowed the systematisation, organisation and discussion about the council implantation, besides the observation of how the counsellors are working for the effectuation throughout social work organic laws. In the interpretation of the data, using interviews with the subjects involved, we would conclude that the social work politic in the city is starting to find a way, even though we can still perceive the continuity of a welfare work.
