Resumo
As relações sino-americanas serão, talvez, o mais importante conjunto de relações no futuro próximo. Elas tenderão a moldar as relações internacionais nas próximas décadas e quase todos os outros conjuntos de relações poderão ser considerados sob a perspectiva do quadro sino-americano. A Ásia Oriental, sob o impacto da ascensão da China, é um palco de disputa no cenário das relações entre os dois países no novo século. Atualmente, a China é vista como uma potência regional, tem exercido crescente influência no cenário internacional e tem sido alvo de especulações quanto aos possíveis intentos em tornar-se a grande potência mundial hegemônica, substituindo os Estados Unidos, fato este que a liderança chinesa refuta. Com o intuito de criar um clima estável para o seu projeto de desenvolvimento, a China lançou a estratégia de “Desenvolvimento Pacífico”. Em contrapartida, os Estados Unidos vem se reposicionando na ordem internacional priorizando a região de maior potencial de crescimento do globo, particularmente no contexto em que a China assume maior proeminência: a Ásia-Pacífico. Daí a divulgação da estratégia de “Pivô para a Ásia”, uma maneira de tentar estender sua posição hegemônica por meio da contenção da China. É o choque entre as duas estratégias o centro de nosso trabalho.
The Sino-US relations will be perhaps, the most important set of relationships in the near future. They tend to shape international relations in the coming decades and almost all other sets of relations can be considered from the perspective of Sino-American framework. The East Asia under the impact of China's rise, is a stage for disputes in relations between the two countries in the new century. Currently, China is seen as a regional power, it has exerted increasing influence in the international arena and it has been the subject of speculation about possible attempts to become the great hegemonic world power replacing the United States, a fact that the Chinese leadership refutes. In order to create a stable environment for your development project, China launched the strategy of “Peaceful Development”. In contrast, the United States has repositioned itself in the international order prioritizing the region which has the greatest potential for growth in the world, particularly in the context in which China takes a greater prominence: the Asia-Pacific. Hence the disclosure of the “Pivot” to Asia strategy, a way to try to extend its hegemonic position through the containment of China. The clash between the two strategies is the center of our thesis.
