Resumo
A presente pesquisa está relacionada às políticas públicas e à violência sexual infantil com foco específico na prevenção da violência sexual infantil, sobretudo da faixa etária de zero a cinco anos. Cabe observar que a violência sexual infantil é uma realidade no Brasil, entretanto, é consideravelmente velada, à vista disso é um tema que na atualidade requer a devida atenção da sociedade brasileira. Considerando a necessidade de estudos que abarcam este tema, o objetivo desta pesquisa, é identificar e analisar a proteção da criança de 0 à 5 anos no que se refere às questões de violência sexual infantil nas políticas públicas implementada no município de Araraquara- SP por meio das ações dos Conselhos Tutelares. Esta pesquisa, de natureza qualitativa, se configura enquanto um estudo de campo de cunho descritivo analítico, com intento em investigar a concepção manifestada pelos participantes da pesquisa sobre a violência sexual infantil. Como instrumento de pesquisa, empregou-se um questionário com roteiros de perguntas semiestruturadas, sendo a amostragem não probabilística composta pelos participantes de pesquisa, os membros dos dois Conselhos Tutelarres existente neste município. A análise de conteúdo foi ancorada na proposta de Laurence Bardin, e os resultados foram classificados pela técnica das categorias temáticas. Os dados obtidos na pesquisa demonstram que este município é bem estruturado quanto a organização dos órgãos responsáveis para o atendimento as crianças nesta violação, porém, faz necessário um diálogo mais efetivo entre os órgãos públicos municipais responsáveis para a segurança e proteção à criança. Assim como, precisam articular mais as ações enquanto políticas públicas nesta seara. À vista disso, foi possível notar uma carência de formação continuada sobre o tema violência sexual para os profissionais que atuam no Conselho Tutelar, bem como a todos os profissionais que atuam nesta área, pois, influência na atuação especificamente deste tema. Além disso, apresentaram poucas ações preventivas a este fenômeno e tampouco são implementadas práticas laborais às políticas públicas voltadas a garantia da proteção que este público requer. Diante disso, é inerente que haja uma reestruturação e que as práticas e ações realizadas pelos Conselhos Tutelares sejam revistas, articulando-se aos demais órgãos públicos do município, visando assim, a efetivação da prevenção contra a violência sexual infantil.
This research is related to public policies and child sexual violence with a specific focus on preventing child sexual violence, especially in the age group from zero to five years. It should be noted that child sexual violence is a reality in Brazil, however, it is considerably veiled, in view of this, it is a topic that currently requires due attention from Brazilian society. Considering the need for studies that cover this topic, the objective of this research is to identify and analyze the protection of children from 0 to 5 years old with regard to issues of child sexual violence in public policies implemented in the municipality of Araraquara-SP through of the actions of the Guardianship Councils. This qualitative research is configured as a field study of an analytical descriptive nature, with the intention of investigating the conception expressed by the research participants about child sexual violence. As a research instrument, a questionnaire with semi-structured questions was used, and the non-probabilistic sampling consisted of research participants, members of the two Guardianship Councils existing in this municipality. The content analysis was based on Laurence Bardin's proposal, and the results were classified using the thematic categories technique. The data obtained in the research show that this municipality is well structured in terms of the organization of the bodies responsible for serving children in this violation, however, a more effective dialogue between the municipal public bodies responsible for the safety and protection of children is necessary. Likewise, they need to articulate more actions as public policies in this field. In view of this, it was possible to notice a lack of continuing education on the subject of sexual violence for professionals who work in the Guardianship Council, as well as for all professionals who work in this area, as it influences the performance specifically of this theme. In addition, they presented few preventive actions to this phenomenon and neither are labor practices implemented to public policies aimed at guaranteeing the protection that this public requires. In view of this, it is inherent that there is a restructuring and that the practices and actions carried out by the Guardianship Councils are reviewed, articulating with the other public bodies of the municipality, thus aiming at the effectiveness of the prevention against child sexual violence.
