Resumo
A Lei nº 11.346, de 15/09/2006 cria o SISAN – Sistema Nacional de Segurança Alimentar e Nutricional, com papel integrador e articulador de ações descentralizadas e independentes visando à formulação e à implementação de políticas e planos de segurança alimentar e nutricional (SAN), o estímulo à integração de esforços entre governo e sociedade civil e o acompanhamento, monitoramento e avaliação da SAN no País. Os Conselhos de SAN estão presentes nos níveis federal, estadual e municipal. No estado de São Paulo, o Conselho Estadual de Segurança Alimentar e Nutricional Sustentável é composto, desde 2008, por 16 CRSANS (Comissão Regional de Segurança Alimentar Nutricional Sustentável). Os objetivos do trabalho foram identificar capacidades e dificuldades dos Conselhos de SAN dos Municípios integrantes da CRSANS Central do estado de São Paulo para o trabalho de coordenação da implantação e manutenção de sistemas locais de SAN que garantam o respeito ao Direito Humano à Alimentação Adequada - DHAA. Trata-se de um estudo observacional, descritivo e transversal, de caráter qualiquantitativo, com a utilização da metodologia do Discurso de Sujeito Coletivo (DSC) para análise de dados coletados em entrevistas. O SISAN deve ser estruturado de forma intersetorial, descentralizada, com participação e controle social. Os níveis federal e estadual têm papel preponderante e de liderança nesse processo, estimulando as ações municipais. Verificou-se que a maioria dos municípios da região é de pequeno porte, com elevada qualidade de vida. Apesar da vocação agroindustrial da região,o setor Serviços é o que mais contribui para o PIB. Law 11.346 (2013.09.15) creates SISAN - National System of Food and Nutritional Security, that should integrate and articulate decentralized and independent actions in order to formulate and implement Food and Nutritional Security (SAN) policies and plans, to incentive the integration between government and the civil society and also to monitor and to evaluate SAN in Brazil. The SAN Councils can be either local, state or national. In the state of São Paulo, the Food and Nutritional Sustainable Security State Council is composed by 16 CRSANS (regional commissions of food and nutritional sustainable security) since 2008. The goal of this work was to identify capacities and difficulties faced by the SAN Councils from the municipalities that compose the central CRSAN from the state of São Paulo taking in consideration that these councils have to coordinate the implementation and the maintenance of SAN local systems that ensure the Human Right for Adequate Food. It is an observational, descriptive and transversal study, structured as a qualitative and quantitative analysis through the use of the Discourse of Collective Subject method. SISAN have to be structured in an intersectoral and decentralized way, with large participation and social control. The participants from federal and state spheres have relevant role in this process as they must leader and stimulate the municipal spheres. It was verified that most municipalities are small with high quality of life. The Services sector is the one that most contributes to the GDP, even with the fact that the majority of the municipalities has an agro-industrial vocation. SAN Councils were created in nine of the analyzed municipalities. They are able to develop rules and policies, to generate intersectional articulation and to collect data.
