Resumo
O propósito deste trabalho é analisar a política de ensino do Exército após o processo de democratização no Brasil. Enfocamos a política de ensino do Exército, por ser responsável pela formação dos militares e o principal caminho para se introduzir as modificações na instituição. Já o interesse pelo Exército é por causa da maior participação política na história brasileira em detrimento da participação mais técnica e insular das Forças irmãs e pela falta grave de trabalhos sobre esta instituição e a educação castrense. A importância que se dá neste trabalho para o fim da ditadura militar, reside no fato de que, acreditamos ser esta passagem e a maneira como foi processada, uma das principais causas, responsáveis pela reformulação designada de reforma militar ou reestruturação, visando uma nova orientação para o ensino militar que forma os quadros profissionais e uma identidade própria diferenciando os militares dos civis. O período de análise abrange os anos de 1985-2000, o qual corresponde respectivamente ao fim do governo militar e a Lei do Ensino do Exército N° 9786, de 08 de fevereiro de 1999, atualmente o instrumento regulador da Política de Ensino militar. Tomou-se como objeto imediato de análise o Projeto de Modernização de Ensino do Exército que passou a vigorar em 1996, tendo como objetivo a reformulação da legislação básica, a revisão da metodologia para elaboração e revisão de currículos, a reformulação do sistema de avaliação e a revisão de perfis, além da Lei do Ensino do Exército de N° 9786, de 08 de fevereiro de 1999 que fundamenta os princípios que consolidam a Modernização do Ensino castrense, entre eles, a integração à Educação Nacional, e o Decreto N° 3.182, de 23 de setembro de 1999, que definiu a equivalência de estudos entre os cursos Universitários superiores do Exército com a educação superior nacional
The intention of this work is to after analyze the politics of education of the Army the process of democratization in Brazil. We focus the politics of education of the Army, for to be responsible for the formation of the military and the main way to introduce the modifications in the institution. Already the interest for the Army is because of the biggest participation politics in Brazilian history in detriment of the participation more technique and to insular of the Forces sisters and for the serious lack of works on this institution and the military education. The importance that if of the one in this work for the end of the military dictatorship, inhabits in the fact of that, we believe to be this ticket and the way as she was processed, one of the main causes, responsible for the appointed reformularization of military reform or reorganization, aiming at a new orientation it military education that forms the professional pictures and a proper identity differentiating the military of the civilians. The period of analysis encloses the years of 1985-2000, which respectively corresponds to the end of the military government and the Law of Ensino of Army N º 9786, of 08 of February of 1999, currently the regulating instrument of the Politics of military Education. The Project of Modernization of Education of the Army that started to invigorate in 1996, having as objective was overcome as immediate object of analysis the reformularization of the basic legislation, the revision of the methodology for elaboration and revision of resumes, the reformularization of the evaluation system and the revision of profiles, beyond the Law of Ensino of the Army of N º 9786, of 08 of February of 1999 that it bases the principles that they consolidate the Modernization of military Ensino, between they, the integration the National Education, and Decree N º 3,182, of 23 of September of 1999, ...
