Resumo
No processo de institucionalização das regiões metropolitanas brasileiras podemos identificar dois momentos distintos. O primeiro deles, na década de 1970, sobre o crivo do governo militar, onde foram criadas as nove primeiras regiões metropolitanas no país. O segundo é marcado pela Constituição Federal de 1988, que traz em seu texto, a anotação de que, a partir de então, seria de incumbência dos estados federados a criação de novas unidades políticoadministrativas no país, prevendo como formatos institucionais, as próprias regiões metropolitanas, as aglomerações urbanas e as microrregiões. O que se vê a partir de então, é uma verdadeira “explosão” quantitativa das mesmas, preferencialmente, das regiões metropolitanas, suscitando a discussão sobre a legitimidade da criação da maioria dessas composições político-regionais. Desde 2005, tramita na Assembleia Legislativa do Estado de São Paulo, o Projeto de Lei Complementar n° 33, que cria a Região Metropolitana de Sorocaba. Em contrapartida, o poder executivo estadual vem sugerindo a criação da Aglomeração Urbana de Sorocaba, a exemplo do que aconteceu no ano de 2011, com a cidade de Jundiaí e municípios no seu entorno e, em 2012, com a cidade de Piracicaba e municípios da sua hinterlândia. Deste modo, objetivamos com esta Tese promover uma discussão a respeito do discurso político sobre tais formas de organização político-regional, onde ficam latentes as posições partidário-ideológicas, relegando a segundo plano, os interesses daqueles que são os maiores interessados: os municípios que comporiam as áreas a serem institucionalizadas. In the process of the institutionalization of the metropolitan Brazilian regions, two distinct moments can be identified. The first was in the seventies, under the military governement forces, when the first nine metropolitan regions of the country were created. The intention then, was the same regions to be inserted in the strategies of such Government. The second moment was since the Federal Constitution of 1988 that established the creation of new polictal-administrative units, to be in charge of the states, considering format of institutions, the metropolitan regions themselves, the urban agglomerations and the micro-regions. Since then, there is happening an “outburst” of these regions, mainly in the metropolitan areas, what evokes a discussion about the creation legitimity of most of them. Since 2005, the Legislative House of the State of São Paulo transacts the 33rd Complementary Law Project, which establiches the Sorocaba Metropolitan Region, to be composed of 16 counties. On the other hand, the State Government suggests the creation of the Sorocaba Urban Agglomeration, as an example of what happened in 2011 to the city of Jundiaí and the counties around, and to the city of Piracicaba. This way, our objective with this thesis is to promote a discussion about the political speech on such forms of regional organization where the position of ideological parties are latent, and give low priority to the interests of the counties themselves, which are the areas to be institutionalized. In the interviews with the Mayors of the counties to be part of the Metropolitan Area of Sorocaba, we often observed that they were barely listened on the matter of the regionalization proposals, on which, the cities that they represent are inserted and, thus, they didn’t know the real gains and losses, due to this insertion.
