Resumo
Este trabalho apresenta um estudo sobre a gestão democrática no contexto das reformas educacionais na América Latina. Tomamos como referência para as análises o Proyecto Principal de Educación en América Latina y el Caribe –PPE (1979-2001). Nosso estudo abordou as seguintes problemáticas: Qual a influência e o papel dos organismos multilaterais nas reformas educacionais para a América Latina? Que reformas enfatizam a gestão educacional? Qual a concepção e o status da categoria gestão democrática nas reformas educacionais para a América Latina, em especial no PPE? O objetivo geral da pesquisa foi analisar as concepções de gestão democrática, explícitas ou implícitas, constantes nos documentos do Projeto Principal de Educação para América Latina e Caribe. Como objetivos específicos, destacam-se analisar o papel das organizações multilaterais na condução das reformas educacionais na América Latina; a conjuntura política, econômica e social da América Latina no contexto das reformas educacionais; o discurso teórico-ideológico constante nas declarações e recomendações produzidas no âmbito do PPE e a relevância do Projeto Principal de Educação para América Latina e Caribe na consecução das reformas educativas. Defendemos que as reformas educacionais ocorreram na América Latina a partir da década de 1980 e a Declaração do México (1979) contém sua gênese. Defendemos, também, que a gestão educacional democrática, tomada como categoria principal de mudança nas organizações escolares, decorre da concepção de Estado e do modelo de democracia liberal. This thesis presents a study on democratic management within the context of educational reforms in Latin America. Taking as its reference for the analyses the Principal Educational Project in Latin America and in the Caribbean – [PPE – 1979-2001], our study raised the following problematics: the influence and role of multilateral organizations in the educational reforms in Latin America; the reforms emphasizing educational management; the conception and status of the category of democratic management, explicit or implicit, constantly present in the documents of the PPE of Latin America and the Caribbean. For the specific objectives, the choice was made to analyze the role of multilateral organizations in conducting the educational reforms in Latin America; the political, economic and social conjuncture in Latin America within the context of the educational reforms; the theoretical-ideological discourse constantly present in the Declarations and Recommendations produced within the ambit of the PPE and the relevance of the educational reforms. We defend that the educational reforms occurred in Latin America starting from the 1980s and the Declaration of Mexico [1979] contains the genesis of the educational reforms. We also defend the democratic educational management was derived from the conception of the State and the model of liberal democracy that was assumed as the principal category of change in the organization of schooling. Bibliographical and documental research was done; in the documents analyzed, a conception was configured of the organisms that education is a propeller of the economic and social processes modelled by the administration, with combined forms of planning and the control of the formulation of educational policies. We consider that the educational management realized in Latin America is representatively liberally managed, attached to the conception of the State and mode of production existent.
