    THE SINO-RUSSIAN GEOPOLITICS IN EURASIA AND CHINA-USA DISPUTES: ASIA-PACIFIC-GREATER EURASIA VS INDO-PACIFIC

    This article aims to analyze the main elements and processes underway in Eurasia, involving three essential actors: the United States, Russia, and China. At first, it is emphasized the importance of Eurasia as a space that has historically influenced the hegemonic disputes between Great Powers. Then, Eurasia is analyzed as a space for development cooperation, presenting the intersections of the Chinese BRI and the Russian EAEU. Last, the US approach to China is addressed, specifically the Indo-Pacific strategy. We conclude that, despite the intense pressure to contain the rise of China and Russia in Eurasia, rivaling both powers is not feasible. In the current path, it will boost the cooperation between two giants, China and Russia.

    The article shows how domestic aspects influence the United States national and international climate policy. To accomplish the task, the authors analyzes the discussions when Bill Clinton was ruling the country, a time during which global discussions were forwarded. The paper recalls the debate in the Bush administration and the growing polarization since Barack Obama took office.

    Training on synthetic ethylene-vinyl acetate bench model allows novice medical students to acquire suture skills

    PURPOSE: To assess the acquisition of suture skills by training on ethylene-vinyl acetate bench model in novice medical students. METHODS: Sixteen medical students without previous surgery experience (novices) were randomly divided into two groups. During one hour group A trained sutures on ethylene-vinyl acetate (EVA) bench model with feedback of instructors, while group B (control) received a faculty-directed training based on books and instructional videos. All students underwent a both pre-and post-tests to perform two-and three-dimensional sutures on ox tongue. All recorded performances were evaluated by two blinded evaluators, using the Global Rating Scale. RESULTS: Although both groups have had a better performance (p<0.05) in the post-test when compared with the pre-test, the analysis of post-test showed that group A (EVA) had a better performance (p<0.05) when compared with group B (control). CONCLUSION: The ethylene vinyl acetate bench model allowed the novice students to acquire suture skills faster when compared to the traditional model of teaching.

    ECONOMIC IMPACTS ON BRAZILIAN AGRIBUSINESS DUE TO NORTH AMERICAN FOREIGN POLICIES AGAINST IRAN AND THE USE OF LAWFARE IN THE INTERNATIONAL ECONOMIC WAR

    In an unprecedented diplomatic incident, in July 2019 the Islamic Republic of threatened to cut off all trade relations with Brazil if there was no supply of its ships, Bavand and Termeh, which were berthed at the port of Paranagua-PR, loaded with tons of Brazilian corn destined for export, and which were not supplied by Petrobras fearing economic sanctions by the United States, which would retaliate economically against the Iranians. In this context, although Brazil and Iran have no history of disputes, this episode demonstrated how the US foreign policy has the potential to harm the interests of Brazilian agribusiness, an economic sector that currently exports the most and generates a surplus in the country's balance of payments. , this article, conducted by a qualitative approach and bibliographic and documentary review, examined, from a diplomatic incident between Brazil and Iran, the geopolitical reasons for the conflict between Iranians and North Americans, and also how the The use of law fare, especially by the US Department of Justice and Federal Bureau of Investigation, as an instrument of foreign policy in the commercial and geopolitical war against countries, companies, international organizations and individuals, can collaterally impact the economic interests of Brazilian agribusiness.

    The paper aims to discuss the Latin American integration process with focus on the Brazilian positions, in order to understand the elements of continuity between the actions of the early years of the Republic, particularly the period of the Baron of Rio Branco (1902-1912), and the current years. There is a search for the roots of Brazilian policy towards regional integration, which in the eighties of the last century resulted in the Mercosur proposal. Brazilian positions in relation to its neighbors will be analyzed considering the experiments of policy coordination that sought to maximize the interests of the countries in the region.

    A política externa de Lula da Silva: a estratégia da autonomia pela diversificação

    The objective of this article is to analyze the changes brought about by the foreign policy of Lula da Silva's first government (2003-2006). To discuss the topic, we will make use of Hermann's (1990) article on foreign policy change and the motivation behind it, integrating it with constructivist insights useful to examine the roles of the ideas in the formulation of the Brazilian foreign policy after 2003. To compliment our analysis, we will make use of three notions: autonomy through distance, autonomy through participation, and autonomy through diversification. These notions explain the main changes occurring in Brazilian foreign policy from 1980 through to the mid-2000s. We will conclude by demonstrating how the autonomy through diversification best applies to the aforementioned period, acknowledging that the first two levels of Hermann's theory, adjustment change and program change, did in fact happen. We suggest that the third level, problem/goal changes, can come into effect with the consolidation and amplification of the first two levels.

    The objective of this article is to verify if the perfectioning of the brazilian democratic institutions in what refers to the foreign affairs making process through elaboration and ampliation of the institutional ways which can make easier the interaction between policy-makers and civil society organization’s actors, can better the answer to demand from the technical quality of the brazilian diplomacy during the international commercial negotiations. Agreed the selection strategic at multilateralism, we will also verify if this perfectioning can create bigger international credibility and eligibility to the Brazilian actions at WTC, inclusively making possible to the country to mold international commerce regimes which favors to its national interests. We will search demonstrate the viability of the argument, analising the patents pharmaceuticals disputes and the agricultural subsidies questions, in specific, the cotton dispute in WTO with the United States.

    Problemas para a atividade internacional das unidades subnacionais: estados e municípios brasileiros

    Both academic journals and actual experience suggest that the regional and international participation of sub-national governments is gaining force and importance, and may be raised as a significant issue for various countries. Internationally sub-national governmental participation has been growing for some time. The Brazilian example does not differ from this general pattern. The debate has not yet consolidated, and this question will be of major future importance. The attributes granted to federal states and municipalities in the Brazilian Constitution of 1988 open perspectives which can further the debate on the possibilities and effectiveness of decentralized international activities. The specialized literature of the 1990s enlarged the paradiplomatic concept and indicated the participation of governmental organizations, aside from national states in international action. This intertwined with the classical debates regarding national sovereignty and federalism. The challenge facing Brazil is to connect potential interests of external relations of state governments and municipalities with those of the national State.

    O BRASIL E O MERCOSUL: ATORES DOMÉSTICOS E OSCILAÇÕES DA POLÍTICA EXTERNA NOS ÚLTIMOS 30 ANOS

    The purpose of this article is to analyze the role of Mercosur for Brazilian foreign policy from 1991 to 2021. We will argue that there is a path of gradual loss of centrality by the bloc for Brazilian foreign policy and a reduction in the levels of trade. Thus, the decline in the bloc’s priority for Brazil, observed in Temer and Bolsonaro administrations, cannot be examined without referencing difficulties that had already manifested in previous governments, in fact since 1995, although with different characteristics. During these thirty years, Brazilian business and political elites have not maintained the same interest in integration. Likewise, the transformations of the international system and the evolution that they produced in the perception of the elites regarding the role that Brazil should play in the world were not absorbed as systemic incentives for the deepening of regional integration. The bloc celebrates its 30th anniversary demonstrating an important resilience, despite the context of lesser engagement of the countries, the accumulated effects of successive political and trade crises and the diminishing economic importance in relation to other extra-bloc partners, factors that raise important questions in relation to its future.

    Mudanças da inserção brasileira na américa latina

    O objetivo deste trabalho é analisar os aspectos políticos e econômicos internacionais que influenciam as posições brasileiras em relação aos processos de integração regional na América do Sul, particularmente do Mercosul nos anos noventa e no início do século XXI. A dinâmica do sistema internacional e a evolução que produziu na percepção das elites a respeito do papel que o país deveria desempenhar no mundo são variáveis importantes para a compreensão dessas posições. As posturas do Estado em relação à integração foram e continuam sendo pautadas por um real interesse, mas esse interesse vincula-se, também, ao objetivo de garantir melhores condições de inserção em outras arenas internacionais. Partindo da hipótese de que as transformações do cenário mundial influenciaram fortemente as posturas do Brasil, serão identificados os elementos de continuidade e de mudança no comportamento que o país adotou em relação à região. A crise financeira e econômica internacional desencadeada a partir do segundo semestre de 2008, parece não alterar a tendência de busca do fortalecimento do papel do país no mundo.

    Despite the lack of a common legitimate authority the international relations after Westphalia share enough elements of order for being characterized as a form of practical association: (equal) national sovereignty, diplomacy, international law and the balance of power. The fit-ness of those pilars of the post-Westphalian world order for thinking the international relations after the Cold War is discussed. It is asked how far those relations are leaving the model of a practical association towards another normatively more demanding model, of goals association.

    Realismo versus globalismo nas relações internacionais

    World power, traditionally linked with classic themes of strategy and power relations, is discussed in terms of the influence that economic issues have on its foundations. Two main theoretical approaches in the contemporary debate on international relations - realism and globalism - are examined. Existing divergences between them do not conceal a perceptible similarity in their outlooks, the authors argue. Hegemonic stability and complex interdepence theories ares considered in the context of the debate on international order or disorder.

    A colonização e a economia açucareira em Campinas, 1765 a 1829

    From the expansion of sugarcane in West São Paulo during the late eighteenth and early nineteenth centuries, the settlement in that region started to transform the State of São Paulo, intensifying the human presence in the countryside region. The arrival of a population of free people and slaves was the result of a broad process in which economic, political, and social factors brought significant changes to the region, making it the main axis of São Paulo economy based on slavery. In order to evaluate the impact of that colonization process, our goal was to study the demographic structures and slave ownership in Campinas, from 1765 to 1829, using as main documentary source the Nominative Lists of inhabitants.

    Brazil-China Relations in the 21st Century

    In 2020, Brazil celebrates 46 years of diplomatic relations with China, but the history of relations between these two countries is much older and dates back to colonial times. Official Brazil-China relations began in the late 19th century, but in the 20th century, especially after 1974, these countries resumed diplomatic relations and these relations became more robust. However, it was only in the 21st century, especially after 2003, that bilateral relations intensified, reaching their current mature level. In 2018, the election of President Jair Bolsonaro marked a new turning point in the recent history of Brazil-China relations.
