Resumo

It is necessary to clarify that the capitalist society reproduces repeatedly the human being precariousness, through workforce exploitation and exclusion, having the socio-spatial inequality as one of its results which is materialized through the violation of the social basic needs. From this point of view, one of the possibilities to draw the attention of different networks so that human dignity can be ensured and respected is the democratic construction of the government responsibility for the social assistance as a State policy. In Brazil, Social Assistance was included in the Federal Constitution of 1988 as one of the pillars of the social security system and subsequently, the struggle for the construction of the Organic Law of Social Assistance (LOAS) was marked in the history of this policy, approved in 1993. After 2003, it is institutionally strengthened with the establishment of the National Policy of Social Assistance (PNAS), approved in 2004, and the implementation of the Basic Operating Standard/ Unified Social Assistance System (NOB / SUAS), in 2005. With the 1988 Constitution and the reform of the State in the 1990s, especially the 2000s policies, the concept of territory as well as the themes that involve it gain meaning and relevance within the Brazilian public policies. The territory, according to the law, becomes the reference unit for the development and combating of poverty. The Brazilian Geography, on the other hand, has already accumulated two decades of dense discussion on this concept. In the wake of the Geography movement renewal, especially in the late twentieth century onwards, the territorial approach acquires theoretical and methodological substance in studies on the role of social relations and power in the space production processes...
É preciso ter claro que a sociedade capitalista reproduz de forma reiterada a precarização do homem, via exploração da força de trabalho e exclusão, tendo a desigualdade socioespacial como um de seus produtos que se materializa por meio da violação das necessidades sociais básicas. Desse ponto de vista, uma das possibilidades de promover a rede de atenções para que a dignidade humana seja assegurada e respeitada é a construção democrática da responsabilidade governamental sobre a assistência social como política de Estado. No caso brasileiro, a Assistência Social foi inscrita na Constituição Federal de 1988 como um dos pilares do sistema de seguridade social e, posteriormente, ficou marcada na história desta política a luta pela construção da Lei Orgânica da Assistência Social (LOAS), aprovada em 1993. Após 2003, ela é fortalecida institucionalmente com a elaboração da Política Nacional de Assistencial Social (PNAS), aprovada em 2004, e com a implementação da Norma de Operação Básica/Sistema Único de Assistência Social (NOB/SUAS), em 2005. Com a Constituição de 1988 e a reforma do Estado na década de 1990, com destaque para as políticas dos anos 2000, o conceito de território bem como as temáticas que o envolvem ganham significado e relevância no âmbito das políticas públicas brasileiras. O território, na lei, passa a ser a unidade de referência para o desenvolvimento e combate à pobreza. A Geografia brasileira, por outro lado, já acumula duas décadas de densos debates sobre este conceito...
