Resumo
O objeto desta pesquisa é a participação do Poder Legislativo Uruguaio na formulação da política externa do seu país, com enfoque, sobretudo, nas Comissões de Assuntos Internacionais (Câmara de Representantes e Senado), no que se refere especificamente aos projetos integracionistas sul-americanos dos quais o país participa, com destaque à União de Nações Sul-Americanas (UNASUL), ao Mercado Comum do Sul (MERCOSUL) e à Comunidade dos Estados Latino-Americanos e Caribenhos (CELAC), no recorte de 2000 a 2016. A pesquisa tem como fonte primária as versões taquigráficas do Legislativo daquele país e como secundária uma bibliografia que trata do objeto e do universo que o circula. Assim, esta pesquisa, de maneira inicial, apresenta a metodologia, com destaque aos conceitos (de regionalismo, integração regional e política externa), abordagens (Construtivismo Social e Neofuncionalismo) e o universo empírico. Ademais, em uma segunda etapa, uma rápida digressão da realidade política uruguaia e a relação com a integração regional. A partir da terceira parte (dividida em dois capítulos), a pesquisa traz uma análise do papel das Comissões da Câmara de Deputados uruguaia e do Senado na colaboração/participação/formulação da política exterior do país, com especial atenção ao tema da integração regional. É objetivo também apresentar a posição dessa instituição plural em relação aos principais processos e projetos de integração regional dos quais o Uruguai participa e as concepções de inserção internacional/ integração regional que se apresentam no interior dessa casa legislativa. Finalmente, dentro do sistema político-partidário uruguaio, a pesquisa teve como norte evidenciar o grau de abertura de que dispõe o Congresso Nacional e sua relação com o Poder Executivo dentro da temática, desvelar sua atuação e o tipo de participação na elaboração da política externa. Finalmente, à guisa de apresentação de conclusão, a pesquisa revela que a participação dos membros do Legislativo, na elaboração da política externa, é relativamente pequena e dispõe de pouca abertura efetiva. Entretanto, dadas as nuances do Sistema Político e partidário do Uruguai, não implica que não seja importante.
The subject of this research is the participation of the Uruguayan Legislature in the formulation of that country’s foreign policy. Focusing, in particular, on its International Affairs Committees (House of Representatives and Senate), regarding the South American integration projects in (UNASUR) and the Southern Common Market (MERCOSUR) and the Community of Latin American and Caribbean States (CELAC), in the period from 2000 to 2016. The primary source being the resume of the Legislation of the country and secondary a bibliography that deals with the subject and the countries that circulate it. This research initially presents the methodology, emphasizing the concepts (of regionalization, regional integration and foreign policy), approaches (Social Constructivism and Neofunctionalism) and the empirical universe. In a second stage, a brief digression of Uruguayan political reality and its relationship with regional integration. From the third part (two chapters), the research provides an analysis of the role of the Uruguayan Senate and Chamber of Deputies in the collaboration/participation/formulation of the country's foreign policy, with special attention to regional integration. It is also intended to present the position of this plural institution in relation to the main processes and projects of regional integration in which Uruguay participates, and the concept of international/regional integration that are presented to the legislative house. Finally, within the Uruguayan political-partisan system, the research had as its evidence the degree of openness of the National Congress and its relationship with the Executive within the thematic, to reveal its performance and the type of participation in the formulation of foreign policy. In conclusion, the research reveals that the participation of the deputies in the making of foreign policy is relatively small and has little effective power. However, given the nuances of the Political and Party System of Uruguay, it does not imply that it is not important.
