Resumo
A tese abrange a temática do trabalho do Serviço Social na política educacional, no universo do estado de São Paulo, sob o recorte da Educação Básica (Educação Infantil, Ensino Fundamental e Ensino Médio), desenvolvida nos municípios. Fundamenta-se por pesquisa exploratória, bibliográfica, documental e de campo, apoia-se no referencial teórico-metodológico do materialismo histórico dialético. O conhecimento construído é resultado da abordagem teórica e empírica do objeto de pesquisa; a análise qualitativa busca o significado dos dados e informações. O mundo do trabalho na contemporaneidade, diante das relações capitalistas globais, assume particularidades que interferem diretamente nas condições de estabelecimento das diversas áreas do conhecimento e profissões na sociedade, a destacar o Serviço Social. O século XXI propaga a lógica do individualismo, consumismo, desmobilização social, perda de identidade cultural, desresponsabilidade do Estado no trato das políticas públicas, pela fragilização e precariedade das relações de emprego, subemprego e desemprego. Diante desse contexto, busca-se observar as oportunidades de inserção, permanência e legitimidade da profissão na divisão sociotécnica do trabalho na contemporaneidade, em especial na Política Educacional, em atenção à efetivação do projeto ético e político da categoria. As experiências de inserção do Serviço Social na Política Educacional na realidade paulista encontram-se tanto respaldadas legalmente, por meio de legislações municipais que vinculam diretamente o Assistente Social à área da educação, quanto, em sua maioria, realizadas por meio da garantia dos serviços socioassistenciais da rede municipal. Destaca-se a capacidade intelecto-reflexiva dos profissionais como a particularidade que contribui para a constância do Serviço Social no mundo do trabalho perante suas caracterizações contemporâneas. Na Educação o profissional conquista espaço devido sua especificidade de realizar a mediação, a práxis, contribuindo na interdisciplinaridade para o desenvolvimento da educação em sua forma complexa, no mediato, em prol do coletivo, do humano, do social.
The thesis covers the work of Social Service in educational policy, in the universe of the state of São Paulo, under the cut Basic Education off (Early Childhood Education, Elementary Education and High School), developed in the municipalities. It is based on exploratory, bibliographical, documentary and field research, based on the theoretical-methodological the referential dialectical historical materialism. The constructed knowledge is the result of the theoretical and empirical approach of the research object, the qualitative analysis seeks the meaning of the data and information. The world of the work in the contemporaneity, in the face of the global capitalist relations, assumes particularities that interfere directly in the conditions of establishment of the various areas of knowledge and professions in the society, to highlight the Social Service. The 21st century spreads the logic of individualism, consumerism, social demobilization, loss of cultural identity, lack of responsibility of the State in the treatment of public policies, weakening and the precariousness of the labour relations, underemployment and unemployment. In this context, they seek to observe the opportunities for insertion, permanence and legitimacy of the profession in the sociotechnical division of labor in the contemporaneity, especially in Educational Policy, in view of the effectiveness of the category's ethical and political project. The experiences of insertion of Social Service into Educational Policy in the State of São Paulo are both legally supported through municipal legislation that directly links the Social Worker to the education area, while most of them, performed through the provision of social assistance services of the municipal network. It is note the intellectual-reflexive capacity of professionals as the particularity that contributes to the constancy of Social Service in the world of work before their contemporary characterizations. In the education the professional gains space because of its specificity of performing the mediation, the praxis, contributing in the interdisciplinarity for the development of the education in its complex form, in the media, in favor of the collective, of the human, of the social.
