Resumo

A pesquisa desenvolvida tem como objeto de estudo a “Iniciativa de Integração de Infraestrutura da América do Sul” (IIRSA). O argumento central é que os projetos e eixos da iniciativa refletem no território sul-americano o desenvolvimento desigual do capitalismo. Iremos abordar a temática do desenvolvimento desigual, assim como a do novo imperialismo para tentar compreender a integração regional da América do Sul e como a IIRSA pode ser apreendida a partir da inserção periférica e dependente da região no sistema econômico mundial, para tanto também recorremos à noção de novíssima dependência, muito embora nem a teoria marxista do imperialismo, nem a da dependência sejam objeto de análise neste estudo, apenas recorreremos às ideias para buscar refletir sobre integração sul-americana enfocando a IIRSA. E a título de ilustração acerca dos resultados da Iniciativa, analisaremos uma das obras concluídas no seu portfolio: o “Corredor Vial Interoceánico Sur” (CVIS), presente no “Eixo de Integração e Desenvolvimento” (EID) Peru-Brasil-Bolívia, que se constituiu em uma das maiores obras de infraestrutura do Peru, com forte envolvimento do Brasil, e conforme a pesquisa realizada, não alcançou os resultados esperados. No mais, mesmo que a escala de análise seja pequena frente ao portfólio total da iniciativa, argumentaremos que a IIRSA não possibilita o surgimento de um recorte regional integrado.
The research carried out has as object of study the "Initiative of Integration of Infrastructure of South America" (IIRSA). The central argument is that the projects and axes of the initiative reflect in the South American territory the unequal development of capitalism We will address the issue of uneven development as well as that of the new imperialism to try to understand the regional integration of South America and how the IIRSA can be apprehended from the peripheral and region-dependent insertion in the world economic system, for which we also resort to the notion of new dependence, although neither the Marxist theory of imperialism nor the dependence theory is analyzed in this study, we will only resort to ideas to seek to reflect on South American integration focusing on IIRSA. And as an illustration of the results of the Initiative, we will analyze one of the projects completed in its portfolio: the "Corridor Vial Interoceánico Sur" (CVIS), present at the Peru-Brazil-Bolivia “Integration and Development Hub” (EID), which became one of the largest infrastructure works of Peru, with strong involvement of Brazil, and according to the research, did not reach the expected results. Moreover, even if the scale of analysis is small compared to the total portfolio of the initiative, we will argue that IIRSA does not allow the emergence of an integrated regional cut.
