Resumo
Tendo como ponto de partida o processo de municipalização, a pesquisa inicia-se com o objetivo de explicar a discrepância entre o desempenho no IDEB obtido por escolas municipais e estaduais em Araraquara, interior do estado de São Paulo. Verificando-se a assimetria entre os resultados dos estabelecimentos de ensino sob gestão municipal e aqueles administrados pelo estado, notadamente superiores, trouxemos dados detalhados sobre o cotidiano escolar nos colégios municipais, a partir de fontes oficiais e de visitas realizadas a cada escola, onde foram realizadas entrevistas com as coordenadoras pedagógicas de cada unidade. Na literatura da área buscamos compreender como se dá a composição do FUNDEB, principal fonte de financiamento das atividades escolares atualmente em vigor, e como é efetuada sua utilização na cidade de Araraquara. Também discutimos a relação que se estabelece entre aplicação dos recursos e qualidade da Educação. Por fim, concluímos que falta coordenação entre as políticas educacionais formuladas e implementadas pelo município.
The municipalization process is the starting point for our research, which begins with the goal of explaining the discrepancy between the performance in the IDEB obtained by municipal and state schools, in Araraquara, São Paulo. In order to verify the asymmetry between the results of schools under municipal management and those administered by the state, which were notably higher, we collected detailed data about school daily life in the municipal schools, from official sources to visits to each school, where interviews with the pedagogical coordinators of each unit were conducted. In the literature of the area we seek to understand the composition of FUNDEB, the main source of funding for school activities currently in force, and how it is used in the city of Araraquara. We also discuss the relationship between the application of resources and the quality of education. Finally, we conclude that there is a lack of coordination between the educational policies formulated and implemented by the municipality.
