Jornada de trabalho docente: regime de dedicação plena e integral (RDPI) na rede estadual de ensino de São Paulo

Resumo

O presente estudo está vinculado à Linha de Pesquisa 4 - Formação dos Profissionais da Educação, Políticas Educativas e Escola Pública, do Programa de Pós-Graduação em Educação da Faculdade de Ciências e Tecnologia da Universidade Estadual Paulista - UNESP/Campus de Presidente Prudente. Esta pesquisa tem como objetivo geral analisar as mudanças ocorridas nas condições de trabalho docente após a implementação do Regime de Dedicação Plena e Integral (RDPI) no contexto do Programa Ensino Integral (PEI), na rede estadual de ensino de São Paulo. Em 2012, entre outras políticas educacionais formuladas pelo governo do estado de São Paulo, teve início o Programa Ensino Integral, que promoveu alterações tanto na jornada do aluno como na jornada de trabalho docente. Desde essa data, a rede estadual de ensino passou a ter quatro tipos de jornada de trabalho docente: reduzida, inicial, básica e integral. Diante dessa configuração, surgiu nossa principal questão de pesquisa: quais as alterações promovidas nas condições de trabalho docente após a implementação do Regime de Dedicação Plena e Integral na rede estadual de ensino de São Paulo? Para responder a esse questionamento, optou-se por realizar pesquisa bibliográfica, pesquisa documental e pesquisa de levantamento (survey). O survey foi realizado por meio de dois questionários eletrônicos: um direcionado a diretores e vice-diretores das trezentas e sessenta e quatro escolas estaduais que atualmente integram o PEI e possuem docentes em jornada integral; outro destinado a professores e coordenadores de uma dessas escolas. A análise dos resultados do survey considerou as seguintes categorias: adaptação do professor ao Regime de Dedicação Plena e Integral; contribuições do Regime de Dedicação Plena e Integral; Gratificação de Dedicação Plena e Integral (GDPI); Plano Individual de Aperfeiçoamento e Formação (PIAF); alterações no intervalo para almoço do professor; aspectos positivos e negativos identificados no Regime de Dedicação Plena e Integral pelos diretores, vice-diretores, coordenadores e professores no universo pesquisado. Os resultados mostraram que o Programa Ensino Integral recebeu algumas críticas por parte dos participantes da pesquisa em razão de infraestrutura inadequada e da falta de equipamentos tecnológicos em algumas escolas, assim como por ser uma política pública residual, que atende apenas 6% da rede estadual de ensino. Em contrapartida, de acordo com os sujeitos implementares, o RDPI apresenta uma série de aspectos positivos, dentre o quais: melhores condições de trabalho; jornada em uma única escola; a formação continuada em serviço; o trabalho coletivo; a diminuição do absenteísmo docente; a melhoria da remuneração; a valorização do profissional da educação. O presente estudo demonstra o êxito dessa política educacional, porém, mostra que ela necessita de aprimoramento em termos de investimento e de ampliação para toda rede de ensino público, trazendo grandes contribuições para a solidificação da valorização dos profissionais da educação do estado de São Paulo.
This study is associated with the 4th line of research - Training of Education Professionals, Education Policies and Public School, of the Graduate Program in Education of the School of Technology and Sciences of São Paulo State University - UNESP / Presidente Prudente campus. This research aims to analyze the changes in teacher working conditions after the implementation of the Exclusive and Full-time Dedication Service (RDPI) in the context of the Integral Education Program (PEI) in the state education system of São Paulo. Among other education policies formulated by the São Paulo state government, the Integral Education Program began in 2012. This program promoted changes in students’ school day and teacher’s working hours. Since then, the state education system has four types of teacher’s working hours: reduced, initial, basic and full-time. Given this scenario, our main research question emerged: what changes have occurred in teacher working conditions after the implementation of the Integral Education Program in the state education system of São Paulo? To answer this question the bibliographic, documentary and survey research were used. The survey was conducted through two online questionnaires: one was addressed to the school principals and vice school principals of three hundred and sixty-four state schools that currently integrate the PEI and have full-time teachers; while the other was sent to teachers and coordinators of one of these schools. The analysis of the results of the survey considered the following categories: teacher adaptation to the Exclusive and Full-time Dedication Service; contributions from the Exclusive and Full-time Dedication Service; Exclusive and Full-time Dedication Bonus (GDPI); Individual Development and Training Plan (PIAF); changes in teacher's lunch break; positive and negative aspects of the Exclusive and Full-time Dedication Service identified by the school principals, vice school principals, coordinators and teachers of the investigated environment. The results showed that the Integral Education Program received some criticism due to inadequate infrastructure and of the lack of technological equipment in some schools, as well as due to the fact of it being a residual public policy implemented in only 6% of the state education system. However, according to the implementers, the RDPI has a series of positive aspects, among them: working in a single school, in-service continuing education, group work, the reduction of teacher absenteeism, higher salary, better working conditions; appreciation of education professionals. The study demonstrates that this education policy was successfully implemented, however, shows that it requires improvement in terms of investments and expansion to the entire public education system, bringing great contributions to the solidification of the appreciation education professionals in Sao Paulo state.
