Resumo
O Serviço Social é uma profissão da saúde e tem contribuição efetiva na defesa do direito à saúde e do Sistema Único de Saúde (SUS) constitucional. A categoria profissional dispõe de orientações específicas para o trabalho na área, o que demonstra a relevância do tema e da Educação Permanente em Saúde (EPS), uma política que enfoca a aproximação da formação e trabalho, para transformar o modelo de atenção e atender as necessidades da população, coerente ao Projeto Ético-Político Profissional do Serviço Social e da Reforma Sanitária. O objeto de investigação é o Serviço Social na Saúde, com recorte na produção acadêmico-científica sobre a EPS. O estudo teve como objetivo geral analisar o Serviço Social na saúde e a produção acadêmico-científica sobre a Educação Permanente em Saúde para a Formação dos Trabalhadores do SUS, a partir da criação dos Parâmetros para Atuação de Assistentes Sociais na Saúde, do Conselho Federal de Serviço Social. E, como objetivos específicos: investigar se o Serviço Social faz a relação da EPS como subsídio para integração da formação e trabalho; identificar nos eventos mais significativos da categoria profissional como a EPS tem sido debatida na atualidade e, refletir a produção acadêmico-científica do Serviço Social relacionada à EPS e sua contribuição para o fortalecimento do SUS. Trata-se de uma pesquisa bibliográfica e documental, com abordagem qualitativa dos trabalhos nos Anais de Eventos históricos da categoria: Congresso Brasileiro de Assistentes Sociais (CBAS), Encontro Nacional de Pesquisadores em Serviço Social (ENPESS) e Congresso Nacional de Serviço Social em Saúde (CONASSS). A partir do materialismo histórico e dialético, e das categorias estabelecidas, a análise totalizou 10 (dez) trabalhos. Os resultados mostram que o Serviço Social apresenta uma ampla produção acadêmico-científica na saúde, entretanto, um distanciamento da categoria profissional no debate e produção acadêmico-científica sobre à EPS, sua concepção, finalidades e objetivos. Mostram, ainda, que as condições impostas no cenário atual de desmonte da política de saúde, podem estar relacionadas a este afastamento. Considera-se que os trabalhos analisados demonstram que, apesar dos expressivos desafios que a realidade impõe, o Serviço Social apresenta uma análise crítica e coerente com o projeto profissional. Portanto, deve lutar pela defesa e efetivação da EPS que possibilita a reflexão do trabalho, qualifica para o exercício profissional no SUS e reflete na qualidade do atendimento da população, podendo fortalecer o compromisso do Serviço Social com a defesa do direito à saúde.
The Social Service is a health profession and has effective contribution at the defense of the right to the health and constitutional SUS. The professional category uses specific guidance to the work in this area; which demonstrates the relevance of the subject and the Permanent Education in Health (PEH), a politics that focuses the approach of the formation and work, transforms the attention model and deals with the population’s needs, coherent to the Professional Ethical-Political Project of the Social Service and Sanitary Reform. The object of investigation is the Health Social Service with a piece of the academic-scientific production about the PEH. The general aim of this study was to analyze the Health Social Service and the academic-scientific production about the Permanent Education in Health to the Workers’ Formation of the SUS, from the creation of the Parameters to the Performance of Health Social Assistants, and Federal Counsel of the Social Service. In addition, there are specific aims that are to investigate if the Social Service has a relationship with the PEH as a subsidy to the integration into the formation and work. It is also to identify in the most significant events of the professional category how the PEH has been debated nowadays, and to reflect the academic-scientific production of the Social Service related to the PEH and its contribution to strengthen the SUS. A bibliographic and documental research was carried out with a qualitative approach of the work in the Annals of historical Events of the category: CBAS (Congresso Brasileiro de Assistentes Sociais), ENPESS (Encontro Nacional de Pesquisadores em Serviço Social) and CONASS (Congresso Nacional de Serviço Social em Saúde). From historical and dialectical materialism and the established categories, the analysis added up ten (10) papers. The results show that the Social Service presents a wide health academic-scientific production, however, a distance of the professional category in the debate and academic-scientific production about the PEH, its conception, purposes and objectives. It was showed that the conditions imposed on the current setting to dismantle the Health policy, they can be related to this distance. It was considered that the analyzed papers showed that the Social Service presents a critical and coherent analysis with the professional project, in spite of the expressive challenges that the reality imposes. Therefore, it must fight for the defense and effectuation of the PEH, which becomes possible the reflection of the work, qualifies to the professional exercise in SUS and reflects in the quality of the service of the population. It can strengthen the compromise of the Social Service with the defense of the right to the health
