Resumo

In Brazil, municipal public authorities are responsible for construction and demolition (C&D) waste management. However, there is a lack of specialized personnel and financial resources that jeopardize the implementation of adequate C&D waste management practices. The main objective of this article is to present a framework developed with the purpose of modeling the C&D municipal waste management processes. First, through a literature review, the following were identified: the functions and the logic flow of the C&D waste management processes, and activities carried out from waste generation to its final disposal. The scope of the modeling cycle includes six processes: waste generation, collection/transport, inspection, recycling, reuse, and final disposal. Through the framework application, it is possible to identify the processes developed in C&D waste management (As–Is modeling), and the deficiencies and improvements necessary to enhance the entire system (To–Be modeling). The framework could be used as a tool to increase productivity, recycling rate, and improve the quality of recycled products, which are the key elements towards the integration of waste management and circular economy.
