Software de gerenciamento de resíduos sólidos como subsídio para implementação da Política Nacional de Resíduos Sólidos (PNRS) na gestão municipal

Resumo
A questão do gerenciamento adequado dos resíduos sólidos é essencial para
organizações e localidades que se preocupam com os impactos ambientais das suas
atividades. Assim, foi enviado aos municípios do Estado de São Paulo um questionário
referente ao gerenciamento dos resíduos sólidos, onde foi possível analisar que
apenas 66,2% dos municípios possuem um Plano Municipal de Gestão Integrada de
Resíduos Sólidos, sendo que de acordo com a seção IV da PNRS, é obrigatório todos
os municípios terem. Através do questionário, também foi possível analisar que
apenas 5,2% dos municípios utilizam de algum software de gerenciamento de
resíduos, sendo que 92,77% afirmaram que a existência de um de baixo custo
facilitaria ao gerenciamento no município. Dessa forma, no trabalho foi desenvolvido
e aplicado em um município, um Software Integrado de Gerenciamento de Resíduos
Sólidos – SIGRES, baseado na Política Nacional de Resíduos Sólidos (PNRS), Lei nº
12.0305/2010. O software foi baseado na metodologia PDCA (plan, do, check e act),
nas etapas, princípios e diretrizes da PNRS, demais legislações, métodos
administrativos, legais e tecnológicos e contará com o uso de indicadores. O software
foi aplicado no município de Chaqueada – SP, como teste de viabilidade do mesmo, e
resultou em um software de baixo custo, fácil manuseio, que atendeu as expectativas
do município e o cumprimento da PNRS.
The issue of proper management of solid waste is essential for organizations and locations that are concerned with the environmental impacts of their activities. Thus, a questionnaire regarding the management of solid waste was sent to the municipalities of the State of São Paulo, where it was possible to analyze that only 66.2% of the municipalities have a Municipal Plan for Integrated Management of Solid Waste, and according to section IV of the PNRS, it is mandatory for all municipalities to have. Through the questionnaire, it was also possible to analyze that only 5.2% of the municipalities use some waste management software, and 92.77% stated that the existence of a low-cost one would facilitate management in the municipality. Thus, the work was developed and applied in a municipality, an Integrated Solid Waste Management Software - SIGRES, based on the National Solid Waste Policy (PNRS), Law No. 12.0305/2010. The software was based on the PDCA methodology (plan, do, check and act), on the steps, principles, and guidelines of the PNRS, other legislation, administrative, legal and technological methods and will rely on the use of indicators. The software was applied in the municipality of Chaqueada - SP, as a feasibility test, and resulted in a low-cost, easy-to-use software that met the expectations of the municipality and fulfilled the PNRS.
