Parte de um resgate sobre o conceito de tolerância até chegar à compreensão teórica do seu conceito oposto, a intolerância. Pretende, então, aprofundar-se na dimensão institucional (estatal) da intolerância, questionando as definições de intolerável elaboradas e sustentadas por esse espaço. Faz uso do conceito de reconhecimento no caminho de pensar a intolerância institucional. A imigração (e seu sujeito, o imigrante) se destaca como fenômeno político inserido na categoria do intolerável, cabendo refletir os por quês de se considerar o imigrante como intolerável, sempre lembrando a organização política contemporânea em Estados-nação. Para analisar, portanto, de que modo e em que níveis as políticas migratórias nacionais e do sistema internacional se fazem intolerantes.This dissertation presents itself as a research exercise of thinking about the tolerance as a political compromise. It starts from a rescue about the concept of tolerance until it arrives to the theoretical comprehension of its opposite, the intolerance. Then intends to go deeper into the institutional (state) dimension of intolerance, questioning the definition of intolerable elaborated and sustained by this space. It uses the concept of recognizing in the way to think institutional intolerance. Immigration (and its subject, the immigrant) highlights as a political phenomenon inserted in the intolerable category, and it is worth reflecting on why and how the immigrant is considered intolerable, always remembering the contemporary political organization in nation-states.
