Para tanto, visa-se estudar a atuação social e política de Lindolfo Leopoldo Boeckel Collor, primeiro titular do Ministério do Trabalho, Indústria e Comércio do Brasil (MTIC). Como chefe da Pasta do Trabalho, Lindolfo Collor procurou conciliar capital e trabalho por meio da criação de um corpo de leis que buscavam atender às necessidades tanto dos empregadores quanto dos trabalhadores. Assim, ao mesmo tempo em que buscava facilitar o diálogo entre classes, evitando o radicalismo de ambos os grupos sociais, procurava, principalmente, afastar o operariado das alas mais radicais do movimento operário no país. Nesse sentido, uma das medidas mais importantes foi a regulamentação dos sindicatos de empregados e empregadores, cuja finalidade era trazer os trabalhadores a uma luta legal, ao mesmo tempo em que os fortalecia enquanto classe.This doctorate research paper has as purpose to analyze the social and labor legislation implemented in Brazil in the beginning of Vargas Era (1930-1945). For this, the aim is to study the political and social proceeding of Lindolfo Leopoldo Boeckel Collor, The first Minister of Labour, Industry and Trade in Ministry, Brazil (MTIC). As head of the Labor Ministry, Lindolfo Collor, sought to reconcile capital and labor through the creation of a law that sought to meet the needs of both employers and workers. Thus, while seeking to facilitate dialogue between classes, avoiding the radicalism of both social groups, seeking primarily the working class far away from the most radical wing of the movement workers in the country.
