Nine members (five interviews recorded and transcribed in their entirety and four recorded in writing) were interviewed. The counselors of this municipality were unaware of the term socially referenced quality of education and articulated the term quality of education with the neoliberal idearium. It was perceived that this collegiate is still dependent on the executive and, therefore, has served much more to the resonance of his interests than to the demands of the Pilarian society.
