Resumo
A sociedade brasileira apresenta alto grau de desigualdade social, fazendo com que as condições de vida da população cheguem aos limites da precariedade e da indigência. A reversão dessa desigualdade social tornou-se objetivo de várias iniciativas governamentais e não-governamentais que oscilam entre um enfrentamento e um pseudoenfrentamento da questão, além dos diversos limites existentes quanto à eficiência ou eficácia destas iniciativas. Compreender esses limites e desmascarar os processos excludentes que eles encerram torna-se um desafio no período atual, pressupondo abordagem multidisciplinar e multimetodológica. Nesta tese sobre redes sociais temáticas procuramos demonstrar como essa abordagem geográfica consegue estabelecer essa integração multidisciplinar, correlacionando variáveis qualitativas e quantitativas em meio a elementos subjetivos e físicos dos grupos sociais pesquisados. Quando estabelecemos o objetivo de compreender como o tema da proteção integral à criança e ao adolescente se objetiva em meio a redes técnicas ou sociais no município de Presidente Prudente (SP), pretendemos também mostrar que esse processo é influenciado por intencionalidades presentes no espaço geográfico e assim tornar evidente que as políticas públicas que não consideram estas especificidades e abordagens semelhantes, ou são formas de manter a desigualdade social, ou ainda não atingiram níveis de elaboração, implantação, execução e resultados qualitativos e quantitativos compatíveis com o que a complexidade atual requer...
Brazilian society is characterized by a high degree of inequality, such that a large portion of the population lives in precarious conditions bordering on indigence. Reversing social inequality has been identified as the objective of various governmental and nongovernmental agencies. With initiatives of questionable efficiency and efficacy, the agencies’ implementation tends to oscillate between true and pseudo-confrontation with the issues involved. A challenge at present, one requiring disciplinarily and methodologically diverse approaches, is that of revealing and understanding the processes of exclusion that their initiatives are meant to address. This thesis focuses on child welfare services to show how the geographic approach to studying thematically-specific social networks permits the integration of disciplines and methods, enabling qualitative and quantitative variables to be correlated through the analysis of the subjective and physical elements of the social groups researched. By establishing the objective of understanding how childhood and adolescent protection services function through social and professional networks in the city of Presidente Prudente, São Paulo, the thesis shows how these services are influenced by intentionalities present in geographic space. In this way, the thesis intends to turn selfevident the argument that public policies that fail to take into consideration these specificities are services bound to either maintain social inequality or have yet to reach their full level of elaboration, implementation and execution...
