We employ the inductive method of Epstein and Glaser for the construction of the S-matrix for quantum electrodynamics in (2+1) dimensions (QED3), order by order in perturbation theory, by means of causality and translation invariance. In moment space, causality implies dispersion relations for loop graphs, and if taken appropriately into account no ultraviolet divergences occur. In this context, we show that perturbative QED3 is well defined and free of ambiguities with respect to dynamical mass generation for the photon. We also discuss the behavior of the theory in the infrared region
