Resumo
Este estudo decorre da observação da realidade educacional da primeira infância no município de Monte Alto, no Estado de São Paulo. Foram realizadas análises da literatura que trata da temática e das informações oriundas do Ministério da Educação. Foi contextualizada a evolução no atendimento da primeira infância, por meio de sua história, encaminhamentos, marcos legais e importância social. Foram também retratadas as diferentes abordagens sobre o programa, presentes no banco de teses e dissertações da CAPES, e sistematizados os dados relativos ao Programa. O setor educacional do município foi caracterizado por meio de análise documental e foi descrito o processo de implementação do Programa no município. Houve, também, entrevistas semiestruturadas com os gestores municipais, entrevistas abertas com stakeholders e questionário com perguntas fechadas, dicotômicas, tricotômicas e de múltipla escolha para os responsáveis das crianças matriculadas. Com essas foi possível identificar e analisar o perfil das famílias atendidas e a percepção em relação à estrutura e ao atendimento da unidade do Proinfância. Com base nos dados obtidos nesta pesquisa, é retratado o funcionamento do Programa Proinfância na cidade de Monte Alto. Por conclusão, há a proposição de ações para que futuras decisões sejam voltadas à universalização do atendimento educacional nos primeiros anos da criança, em especial, do programa Proinfância.
This study emerges from the observation of the educational reality from the first infancy of Monte Alto, a small town in the countryside of São Paulo state. The theory used to conduct this study is the analyses of the literature that deals with the theme here presented, as well as information that come from the Education Ministry. At first, it was attempted to contextualize the evolution in the attendance of the first infancy, discoursing about its history, routings, its legal marks and social importance, undertaking in retreating the different approaches about the program constants in the theses and dissertations of CAPES database, so that following this, it was possible to systemize the data specified from this Program. Secondly, through documental analyses it was presented the main characteristics from the educational sector and from the city selected for the research field, describing all the process of the public politics implantation in this city. It was also used interviews semi-structured for the municipal managers; open interviewd with stakeholders and a questionnaire with closed, dichotomic, trichotomic and multiple choice questions for those responsible for enrolled children, with the purpose of identifying and analyzing the profile of the families served, as well as the perception regarding the structure and attendance of the Proinfancia unit. Based on the data obtained in this research, it is expected to present an overview of the operation of the Proinfância Program in the city of Monte Alto-SP, and, from this, propose actions to the municipal government instances so that their future decisions are guided to the development of public policies for the universalization of educational care in the first years of the child, in particular, the Proinfancia program.
