Resumo
Este estudo se propõe compreender os fatores que contribuíram para a implantação de uma unidade produtiva da BMW em Araquari (SC), assim como as implicações territoriais da ação da empresa no município. São avaliadas configuração do bloco no poder no primeiro governo de Dilma Rousseff e as políticas econômicas nacionais, estaduais (sua aderência à política federal e incentivos fiscais), e municipais (sobretudo a partir dos incentivos fiscais), para esclarecer as imbricações que tornaram possível o acolhimento desse objeto técnico em Araquari. As implicações são avaliadas a partir de alterações na organização urbana do município, da alteração na balança comercial e das disputas entre capital e trabalho. O trabalho conclui que os agentes envolvidos no processo conduziram ao uso corporativo do território araquariense pela BMW e à alienação do território, não trazendo, até o momento, ganhos efetivos para a maior parte daquela população.
This study aims to understand the factors that contributed to the implementation of a BMW production unit in Araquari (SC), as well as the territorial implications of the company's action in the municipality. The configuration of power bloc in the Dilma Rousseff’s first government and national, state (its adherence to federal policy and tax incentives), and municipal (especially from tax and financial incentives) economic policy are evaluated, to clarify the imbrications that made possible the reception of this technical object in Araquari. The implications are assessed based on changes in the municipality's urban organization, changes in the trade balance and disputes between capital and labor. The work concludes that the agents involved in the process, led (conducted) to the corporate use and alienation of the territory by BMW in Araquari, not bringing, until now, effective gains for most of that population.
