Resumo
O Estado de Mato Grosso do Sul conta atualmente com três Comitês de Bacia Hidrográfica (CBH) em operação, sendo eles o CBH do Rio Miranda, o CBH do Rio Ivinhema e o CBH do Rio Santana-Aporé. O presente trabalho de pesquisa teve como objetivo verificar a viabilidade de criação de um novo Comitê de Bacia Hidrográfica para a região da Unidade de Planejamento e Gestão - UPG do Rio Sucuriú. Para tanto houve a necessidade de realizar uma análise comparativa dos indicadores de disponibilidade hídrica, área de drenagem, quantidade de municípios, população estimada, demandas e outorgas de direito de uso de recursos hídricos concedidas nas Unidade de Planejamento e Gerenciamento (UPG) Sucuriú, Miranda e Ivinhema. Foram realizadas entrevistas com a aplicação de questionários eletrônicos nos 09 municípios pertencentes a UPG Sucuriú envolvendo os segmentos do Estado, Sociedade Civil e Usuários para verificar se existia interesse da população em implementar um Comitê de Bacia. As respostas coletadas nos questionários eletrônicos comprovaram que a maioria da população entrevistada na UPG Sucuriú se manifestou favoravelmente à criação do CBH, porém não obteve atributos suficientes para tomada de decisão de se criar ou não o CBH do Sucuriú nesse momento. Em relação às outorgas, foram concedidas 1.427 outorgas nas três UPG’s, no período de 01 de janeiro de 2016 até 31 de dezembro de 2020, os resultados demonstraram demandas crescentes pelos usos das águas nas UPG Sucuriú, Miranda e Ivinhema a cada ano, com destaque para aumentos expressivos de outorgas na UPG Sucuriú para atividades de barragens, irrigação e abastecimento público, classificando a outorga como um instrumento prioritário e indispensável a ser considerado durante a análise de processos relacionados à criação de novos CBH no Estado, trazendo portanto atributos técnicos suficientes para viabilizar a criação futura do CBH do Sucuriú. Como produto final a pesquisa apresentou um fluxograma das etapas para criação do CBH Sucuriú.
The State of Mato Grosso do Sul currently has three Hydrographic Basin Committees (CBH) in operation, namely the CBH do Rio Miranda, the CBH do Rio Ivinhema and the CBH do Rio Santana-Aporé. This research work aimed to verify the feasibility of creating a new Hydrographic Basin Committee for the region of the Planning and Management Unit - UPG on the Sucuriú River. Therefore, it was necessary to carry out a comparative analysis of the indicators of water availability, drainage area, number of municipalities, estimated population, demands and grants of the right to use water resources granted in the Planning and Management Unit (UPG) Sucuriú, Miranda and Ivinhema. Interviews were carried out with the application of electronic questionnaires in the 09 municipalities belonging to the UPG Sucuriú involving the State, Civil Society and Users segments to verify if there was interest of the population in implementing a Basin Committee. The responses collected in the electronic questionnaires showed that most of the population interviewed at UPG Sucuriú manifested itself in favor of the creation of the CBH but did not obtain sufficient attributes to make the decision to create or not the CBH of Sucuriú. Regarding the grants, 1,427 grants were granted in the three UPG's, they were granted in the period from January 1, 2016 to December 31, 2020, the results showed growing demands for the use of water in the UPG Sucuriú, Miranda and Ivinhema each year, with an emphasis on significant increases in grants in the UPG Sucuriú for dam, irrigation and public supply activities, classifying the grant as a priority and indispensable instrument to be considered during the analysis of processes related to the creation of new CBH in the State, thus bringing sufficient technical attributes to enable the future creation of the CBH of the Sucuriú. As a final product, the research presented a flowchart of the steps to create CBH Sucuriú.
