Resumo
A presente pesquisa trata sobre a relação entre o fenômeno população em situação de rua e a reestruturação produtiva no município de Franca entre os anos de 2009-2018. Como suporte metodológico foi lançado mão do materialismo histórico-dialético e da pesquisa quanti-qualitativa. A pesquisa foi divida em três capítulos. O primeiro realiza uma retomada histórica sobre a formas de organização da produção e da historicidade da formação da classe operária, sobretudo com foco no fenômeno da pauperização na Inglaterra. Ao longo deste capítulo foi exposto como se deu a transição da rigidez produtiva à acumulação flexível. No segundo capítulo, é demonstrado como a população em situação de rua é uma face da questão social, quais as políticas públicas voltadas para este segmento da população e são analisadas pesquisas que versam sobre este fenômeno a nível nacional, estadual e em cidades médias. Por fim, o último capítulo trata descreve o surgimento da indústria coureiro-calçadista no município de Franca, qual a relação desta indústria reestruturada com a população em situação de rua no município.
The present research is about the relationship between the homeless phenomenon and the productive restructuring in the municipality of Franca between the years 2009-2018. As a methodological support, historical-dialectical materialism and quantitative-qualitative research were used. The research was divided into three chapters. The first makes a historical review of the forms of organization of production and the historicity of the formation of the working class, especially with a focus on the phenomenon of pauperization in England. Throughout this chapter, it was exposed how the transition from productive rigidity to flexible accumulation took place. In the second chapter, it is demonstrated how the homeless population is a face of the social issue, which public policies are aimed at this segment of the population and studies that deal with this phenomenon at national, state and medium-sized cities are analyzed. Finally, the last chapter describes the emergence of the leather-footwear industry in the municipality of Franca, what is the relationship of this restructured industry with the homeless population in the municipality.
