Resumo
Este trabalho tem como objetivo principal analisar o Orçamento Participativo (OP) na cidade de Fortaleza, estado do Ceará-Brasil, nos períodos de 2005 a 2008 e de 2009 a 2012, na gestão de Luizianne Lins (Partido dos Trabalhadores), tendo como hipótese diretiva de pesquisa a realidade efetiva de construção duma nova cultura política. Neste sentido, o presente estudo tem como foco central os espaços políticos de participação popular, e a aferição criteriosa do potencial real do OP, em termos de mudança de comportamento político, enfatizando os fenômenos sociais que exigem explicação singular do referido processo no interior das várias relações do governo municipal com os sujeitos coletivos – e a relação deste governo com o parlamento – examinando e re-interpretando as práticas políticas. Trata-se duma pesquisa histórico-concreta, que se articula teórico-metodologicamente com uma literatura que alça vôo a partir do complexo categorial do que o campo das ciências sociais reconhece como “materialismo histórico-dialético”. A pesquisa – levada a cabo em Fortaleza – resultou em aproximações sucessivas que se nos revelam espaços institucionais do OP como lugar de (mais do que contribuição ao processo de desvelamento prático dos limites orçamentários, e/ou disseminação de ideias e valores orientados à ampliação da democracia substantiva) uma ação que ganha forma na institucionalização política dos sujeitos coletivos, seja como “burocracia” conformada à ordem vigente, seja como “cooptação” dos militantes sociais e políticos, passivizando dessa forma a perspectiva de transformação. This work has as its main objective to analyze the Participatory Budget (OP, in Portuguese) in the city of Fortaleza, state of Ceará-Brazil, at the intervals of 2005 to 2008 and of 2009 to 2012, in the administration of Luizianne Lins (Workers Party), having as its guiding-hypothesis of research the effective reality of the construction of a new political culture. In this sense, the present study has like its pivotal focus the political spaces of popular participation, and the accurate analysis of the real potential of the OP, in terms of change of political behaviour, emphasizing the social phenomena that demands singular explanation of the referred process at the core of the varied relations of the municipal government with the llective subjects – and the relation of this government with the parliament – examining and re-interpreting the political practices. It deals with a historical-concrete research that articulates itself theoretical-methodologically with a literature that take-off since the categorical complex of what the field of the social sciences recognises as “historical-dialectical materialism”. The research – carried on in Fortaleza – resulted in successive approximations that reveal us institutional spaces of the OP like a locus of (more than the contribution to the process of practical unmasking of the budgetary limits, and/or dissemination of ideas and values oriented to the extension of the substantive democracy) an action that takes form in the political institutionalisation of the collective subjects, either as “bureaucracy” conformed to the prevailing order, or as “cooptation” of the social and political militants, passivizing the perspective of transformation.
