Resumo
O trabalho apresentado a seguir possui dois objetivos principais. Primeiramente, fazer uma reflexão sobre temas e abordagens dentro da disciplina de Relações Internacionais, seu conteúdo predominantemente ocidental e suas interpretações tradicionais da dinâmica de interação entre estados no ambiente internacional. Iniciando o trabalho com um exercício comparativo entre um sistema interestatal europeu e outro asiático-oriental, buscamos demonstrar que os estudos da área devem compreender a variedade política, histórica e cultural característica de um mundo de regiões. Seguindo essa linha, utilizamos a construção teórica de Alexander Wendt para entender a dinâmica de interação no sistema internacional, que busca ir além das interpretações utilizadas na área. Posteriormente, nosso segundo objetivo é analisar a relação política e econômica entre China e Japão nesse início de século XXI. Nos esforçamos para compreender melhor essa complexa interação que por vezes se mostra ambígua, fruto das dificuldades geradas por questões políticas e históricas entre os dois países e que transmite uma percepção negativa à relação. Porém, quando se observa a evolução do intercambio econômico entre as duas nações, nota-se uma acentuada interdependência econômica, sobretudo a partir desse início de século. Entender os motivos dessa relação aparentemente paradoxal tornou-se fundamental, uma vez que seus impactos e distúrbios não se limitam apenas à região leste asiática, mas ao globo como um todo.
The work presented below has two main objectives. First, to reflect on issues and approaches within the discipline of International Relations, its predominantly Western contents and their traditional interpretations of the dynamics of interaction between states in the international environment. Starting the work with a comparative exercise between a European interstate system and an East Asian interstate system, we aim to demonstrate that the studies of the area must comprehend the political, historical and cultural variety, features of a world based on regions. Following this line, we used the theoretical construct of Alexander Wendt to understand the dynamics of interaction in the international system, which seeks to go beyond the interpretations used in the area. Subsequently, our second goal is to analyze the political and economic relationship between China and Japan in the beginning of the XXI century. We strive to better understand this complex interaction which sometimes seems ambiguous, result of the difficulties generated by political and historical issues between the two countries and conveys a negative perception of the relationship. However, when observing the evolution of the economic exchange between the two nations, there is a sharp economic interdependence, especially since the beginning of this century. Understanding the reasons behind this seemingly paradoxical relationship became essential, since their impacts and disturbances are not limited only to the East Asian region, but to the globe.
