Resumo
Neste trabalho, descrevo elementos que contextualizam o cenário onde se insere o Provão abordando: o descaso com a educação desde o período do Brasil-Colônia, o “Coronelismo” e seus resquícios na cultura, bem como costumes locais que influenciaram de modo significativo as respostas das IES da cidade de Presidente Prudente, às novas diretrizes e exigências para o Ensino Superior, passando por fim pela globalização e as novas habilidades e competências por ela exigidas. Discorro sobre a Lei de Diretrizes e Bases da Educação Nacional enfatizando as Novas exigências para o Ensino Superior e sua regulamentação, e trabalho as questões ligadas a avaliação e aos objetivos e princípios do Provão. Abordo as mudanças no cenário do Ensino Superior, da cidade de Presidente Prudente, tanto nas instituições particulares como na pública, geradas pela implantação das Novas Diretrizes e Exigências para o Ensino Superior e sua modalidade avaliativa: O Exame Nacional de Cursos (Provão). Aponto a necessidade de uma discussão sistêmica das mudanças propostas pelo MEC, criticando as alterações em itens isolados, sem a devida análise do impacto que cada uma das mudanças provoca nos demais elementos do sistema como um todo. Entende-se que o Provão tem se constituído em fator de mudanças em várias áreas de funcionamento do Ensino Superior, ressaltando-se entre elas a prática dos professores, constituindo-se, portanto como elemento de formação destes e de influência na sua prática profissional...
In this, thesis, I describe elements that contextualize the scenery in which the “Big Exam” is inside, by broaching themes such as: the unconcernement towards Education in Brazil ever since it was a colony, the “coronelism” and its vestiges in local culture that influenced significantly the responses of the Institutes of Higher Education (IHE) of Presidente Prudente City to the new demands and requirements for higher education, and globalization and the new abilities and competences it requires. I also write about the law of Commands and Basis of National Education, stressing the new requirements for higher education it presents ´its regulations, the issues related to evaluation and the purposes and principles of the “Big Exam”. I also broach the changes in higher education of Presidente Prudente City both in private and public institutions, generated by the implementation of the New Commands and Requirements for Higher Education and its evaluative tool: The National Exam of Courses (“Big Exam”). I point out the necessity of a systemic discussion of the changes proposed by MEC (Ministry of Education), criticizing the changes in isolated items without a due analysis of the impact that each change causes in the other elements of the system as a whole. We could see that the “Big Exam” is a factor of transformation in several aspects of the way the Higher Education System Works; among those aspects, one which stands out is the way professors teach. Therefore, the “Big Exam” can be considered a key element of the professional practice of professors and also an element of its training.
