Resumo
O presente Trabalho de Conclusão de Curso propõe desenvolver, através da análise da bibliografia especializada sobre o tema, da ambientação cultural e legado da época, e da bagagem teórica e conceitual adquirida ao longo de minha graduação em Relações Internacionais, uma pesquisa a fundo acerca da repressão e as infrações a direitos humanos durante a ditadura civil-militar brasileira. Para tal, serão explorados três eixos de pesquisa: a questão da bipolaridade da Guerra Fria e a relação bilateral Brasil-Estados Unidos, em especial nos anos que antecederam o golpe de 1964 (BANDEIRA, 2014, p. 319; 356); as relações entre sociedade civil e as Forças Armadas dentro do regime de exceção, em especial o setor da construção civil; e, por fim, como o aparato ditatorial reprimiu a população e infringiu inúmeras vezes direitos humanos ao longo dos 21 anos do regime. Através de conceitos, interpretações e autores estudados ao longo do curso de Relações Internacionais, a bibliografia especializada do tema será analisada a fim de embasar – por meio de dados, documentos e textos selecionados – a argumentação central do texto. A finalidade última deste trabalho é construir, a partir dos três eixos de pesquisa supracitados, uma linha de raciocínio que seja capaz de responder a que modo e como se deram as sucessivas infrações de direitos humanos durante a ditadura civil-militar de 1964 a 1985, levando em consideração o contexto histórico internacional e a influência sobre esse período no Brasil.
This graduation final paper’s main purpose is to develop, through analyzing the specialized bibliography about the subject, the cultural background and legacy of this period in time, the conceptual and theoric baggage acquired throughout my International Relations graduation, an in depth research regarding the repression and human rights infractions during the civic-military brazilian dictatorship. In order to do so, three main research axes: the Cold War bipolar order and the bilateral ties between Brazil and the United States, specially during the years that preceded the 1964 coup (BANDEIRA, 2014, p. 319; 356); the relations between the Armed Forces and the Civil society within the regime, specially the civil construction sector; and, at last, how the dictatorship engine repressed the society and the constant infringement of human rights throughout the twenty one years of the regime. Through analyzing authors, concepts and different points of view studied and provided to me throughout my four year degree in International Relations, the references regarding the theme will be used in order to, based on data, documents and selected complimentary archives - the paper’s main argument. Ultimately I aspire to construe a way of thought that, through the three main axes of research noted, is able to answer in which way and how the constant human rights infractions happened throughout the 1964-1985 civic-military dictatorship, given the international historic background and the influence of that time in Brazil.
