Lutas sociais, neoliberalismo e limites democráticos no Brasil: gênese, formação e perspectivas da campanha (inter)nacional contra a ALCA (1998-2003)

Resumo
ANALISAR ESTRUTURA E PRÁXIS DOS LIAMES ENTRE AS LUTAS SOCIAIS, O NEOLIBERALISMO E OS LIMITES DEMOCRÁTICOS NO BRASIL. Dentro desta inter-relação apresentamos – enquanto um eixo norteador específico, e momento constitutivo, desta pesquisa social – o estudo histórico-social de movimentos sociais de resistência operária, camponesa e popular de base e a direção de sujeitos sociais e políticos em cena no país. Problematizamos a questão em referência a elemento nuclear de mediação histórica e lógica: o “estudo de caso” de gênese, formação e perspectivas da Campanha (Inter) Nacional contra a Área de Livre Comércio das Américas – a ALCA –, no lapso de 1998-2003. Trata-se de identificar limites históricos e natureza social de uma frente unitária de movimentos sociais, sindicais e político-partidários da classe trabalhadora e esquerda brasileira – orientada esta por onda anti-imperialista e pela negação dos postulados neoliberais, no séc. XXI –, cotejando à rudeza material de tal processo, inserido no ciclo histórico de curta duração que compreende desde a “transição à democracia” até a ascensão ao poder da Frente Popular Lula-Alencar (1978-2003). Como objetivos específicos, apresentamos a pesquisa social sobre a Campanha (Inter) Nacional contra a ALCA, seus comitês, suas organizações-membro, seus militantes, suas atividades e suas propostas. Propomos abordar, em suas dimensões descritiva e analítica: (i) Exame sócio-histórico de materiais coletivos, envolvendo Cartilhas, Resoluções, Plenárias, Atas, Boletins, Portal e Jornal da Campanha, cursos formativos e o quê cada organização produziu sobre esta temática; (ii) Pesquisa de Campo, Observação-Participante e Enquête Social na Campanha Nacional combinando, de forma dialética, levantamento empírico e trabalho teórico, numa perspectiva histórico-contemporânea.
TO ANALYZE STRUCTURE AND PRAXIS OF THE LINK BETWEEN THE SOCIAL STRUGGLES, NEOLIBERALISM AND THE DEMOCRATIC LIMITS IN BRAZIL. Inside this interrelation we present – as a specific axis of orientation, and constitutive momentum, of this social research – the social/historical study of the social movements of labour, peasants and popular/grassroots resistance and the leadership of social and political subjects in scene in the country. We problematize the question with reference in a nuclear element of logical and historical mediation: the “case study” of the origin, formation and perspectives of the (Inter) National Campaign against the American Free Trade Agreement – the AFTA –, at the 1998-2003 phase. It is about identifying historical limits and social nature of an united front of social, union and political party movements of the working class and the Brazilian left-wing – oriented by an antiimperialistic milieu and the refusal of the neoliberal postulates, in the XXIth century –, collating to the material harshness of such process, inserted into the short-term historical cycle that goes back from the “transition to the democracy” up to the ascent to power of the Lula-Alencar’s Popular Front (1978-2003). As specific objectives, we present the social research on the (Inter) National Campaign against the AFTA, their member-organizations, their committees, its militants, their activities and their proposals. We propose to cover, in its descriptive and analytical dimensions: (i) Social/historical scrutiny of collective materials, that comprehends Records, Resolutions, Plenum, Balance-Sheets, Bulletins, Website and Newspaper of the Campaign, instructive courses and what each organization produced on this matter; (ii) Field- Search, Participating-Observation and Social Inquiry on the National Campaign combining, in a dialectical way, empirical survey and theoretical work, in contemporary/historical perspective.
