Influência da crise hídrica no transporte hidroviário do trecho Teitê-Paraná

Abstract

A crise hídrica começou a demonstrar grandes impactos quando em 2001 causou um uma paralização na geração de energia hidrelétrica e um apagão geral no país. Esta fragilidade na matriz elétrica nacional, que é dependente das hidrelétricas, gerou uma preferência de atendimento das demandas deste setor em detrimento dos outros no planejamento de gestão dos recursos hídricos em períodos de escassez, especialmente o setor hidroviário. O modal hidroviário é um grande potencial logístico do país, principalmente na Hidrovia Tietê-Paraná, que é responsável pelo escoamento da produção agrícola para a exportação. A utilização da água das bacias hidrográficas que abastecem a Hidrovia Tietê-Paraná são racionados de maneira a atender o setor hidrelétrico limitando o calado disponível para as embarcações, em períodos de seca. Esta situação culminou em duas paralizações da hidrovia gerando prejuízos da ordem de bilhões de reais além da desconfiança do mercado no modal hidroviário. Com isso o interesse de investimentos no modal diminui gerando um retrocesso no aproveitamento deste potencial que a hidrovia apresenta.

The water crisis began to show major impacts in 2001 when it caused a halt in hydroelectric power generation and a general blackout in the country. This fragility in the national electricity matrix, which is dependent on hydroelectric plants, generated a preference for meeting the demands of the this sector at the expense of others in a period of scarcity. Tietê-Paraná Waterway, which is responsible for the flow of agricultural production for export, is a great logistical potential in the country. It’s viability is highly affected by the preferential management of water resources to hydroelectric power during periods of drought. The use of water from the hydrographic basins that supply the Tietê-Paraná Waterway is rationed in order to meet the needs of the hydroelectric sector. This in turn, limits the draft available for the vessels traveling down the waterway, which then reduces their carrying capacity. This situation culminated in two stoppages of the waterway, generating losses in the order of billions of Reais, in addition to, the distrust of the market using the waterway transport model. With this, the interest of investments in the modalality decreased, generating a setback in the use of the potential that waterway transport presents.
