A cobrança pelo uso dos recursos hídricos e o segmento industrial na bacia hidrográfica Turvo/Grande

Abstract

A Unidade de Gerenciamento de Recursos Hídricos Turvo/Grande está localizada no extremo Noroeste do Estado de São Paulo sendo uma região com forte demanda industrial, a bacia teve a cobrança pelo uso dos recursos hídricos implantada recentemente. Tendo início em 2018, por essa razão há uma escassez de informações no tema em questão. O presente estudo visa, a partir de informações do Comitê de Bacia Hidrográfica Turvo/Grande (CBH-TG) e do Departamento de Águas e Energia Elétrica (DAEE), realizar uma análise sobre a legislação e a cobrança efetiva diante do segmento industrial. Ainda, a partir do cadastro de usuários, realizar uma pesquisa de opinião sobre o tema cobrança da água. Os resultados permitem caracterizar que na Bacia Hidrográfica dos Rios Turvo e Grande foram observados 400 registros de usos industriais, sendo São José do Rio Preto o município que possui maior número (107). O trabalho permitiu concluir a existência de dificuldades do usuário industrial, por meio das entrevistas, em compreender os critérios da cobrança. O estudo também permitiu identificar as diferenças no sistema de cobrança em relação às outorgas, pois nem todos os usuários cadastrados na outorga são passíveis de cobrança diante da legislação, além da divergência no cadastro da outorga e na inserção no sistema de cobrança.

The Turvo/Grande Water Resources Management Unit is located in the extreme northwest of the State of São Paulo and is a region with strong industrial demand. Starting in 2018, for this reason there is a scarcity of information on the topic in question. The present study aims, based on information from the Turvo/Grande River Basin Committee (CBH-TG) and the Department of Waters and Electric Energy (DAEE), to conduct an analysis of the legislation and effective charging in the industrial segment. Also, based on the users' registry, to carry out an opinion poll on the subject of water charging. The results allow us to characterize that in the Watershed of the Turvo and Grande Rivers 400 registers of industrial uses were observed, with São José do Rio Preto being the municipality with the highest number (107). The work allowed us to conclude the existence of difficulties for the industrial user, through the interviews, in understanding the collection criteria. The study also allowed us to identify the differences in the collection system in relation to the grants, since not all users registered in the grant are liable to be charged under the legislation, besides the divergence in the grant registration and in the insertion in the collection system.
