| dc.description.abstract | This dissertation investigates the exercise of market power by Distribution System Operators (DSOs) in Transactive Energy Markets, proposing a bilevel model capable of explicitly representing the strategic behavior of these agents in the wholesale electricity market. The increasing penetration of distributed energy resources and the expansion of operational autonomy at the distribution level create conditions under which these agents cease to act as price-takers and begin to exert direct influence over prices and traded quantities. The adopted methodology is based on the formulation of a bilevel optimization problem, in which the upper level models the strategic behavior of the distribution system operator, while the lower level represents the wholesale market clearing mechanism operated by the transmission system. This structure makes it possible to capture the distribution agent’s ability to anticipate market reactions and to adjust its supply and demand decisions in order to manipulate equilibrium outcomes, characterizing price-maker behavior and the exercise of market power. The case studies developed evaluate different operational scenarios of Active Distribution Areas. The analysis of numerical results shows that the distribution system operator is able to induce significant variations in equilibrium prices, wholesale market power procurement, total demand, and the utilization of internal generation. These effects reveal deviations from the competitive outcome, indicating the strategic exploitation of local flexibility with the objective of reducing costs or obtaining economic advantages. The obtained results demonstrate that the proposed model provides a consistent representation of the market power exercised by distribution-level agents in transactive energy markets, constituting a relevant tool for economic and regulatory analyses, as well as for the development of mechanisms aimed at mitigating strategic behavior in modern power systems. | en |
| pt |

| dcterms.impact | This research has the potential to generate significant impacts on the design, regulation, and operation of modern electricity markets. By formally demonstrating that Distribution System Operators can behave as strategic price-makers in transactive energy markets, the proposed bilevel framework challenges the traditional regulatory assumption that distribution-level agents act as passive participants with no influence over market outcomes. From a regulatory perspective, the results highlight the need for greater attention to market power mitigation mechanisms at the distribution level. As distributed energy resources and local flexibility become increasingly prevalent, the absence of adequate regulatory safeguards may enable DSOs to manipulate prices and quantities in wholesale and local markets, potentially leading to efficiency losses and welfare distortions. In terms of market design, the proposed model provides valuable insights into how local flexibility and hierarchical decision-making structures can affect equilibrium outcomes. These findings can inform the development of market rules, pricing mechanisms, and coordination schemes between transmission and distribution systems that reduce the risk of strategic manipulation while preserving the economic benefits of transactive energy frameworks. From an operational standpoint, the research demonstrates that strategic decisions taken at the distribution level can propagate to the wholesale market, influencing system-wide prices, resource allocation, and generation dispatch. This reinforces the importance of enhanced coordination between Transmission System Operators and Distribuition System Operators to ensure system reliability and economic efficiency. Finally, from an academic perspective, this work contributes to the literature by extending the application of bilevel optimization to the analysis of market power in transactive energy markets, particularly at the distribution level. The proposed framework provides a flexible and extensible tool that can support future research on regulatory policies, uncertainty modeling, and the integration of emerging market mechanisms in modern power systems. | en |
