Resumo
O presente trabalho tem por objetivo propor um modelo de aplicação de políticas públicas para o tratamento dos resíduos têxteis em polos de indústrias de confecção, à luz da Política Nacional de Resíduos Sólidos – Lei nº 12.3015/2010. Pouco se sabe sobre a geração e descarte dos resíduos sólidos das indústrias confeccionistas. Praticamente não se encontram dados precisos, pesquisas e ou dados estatísticos oficiais consistentes. O que se vê, na maioria dos aglomerados industriais do setor é uma enorme quantidade de resíduos têxteis sendo levados, pelos caminhões de coleta de resíduos urbanos, para os aterros municipais todos os dias, sem nenhum tipo de tratamento. As questões ambientais estão em evidência e são objetos de estudo e discussão nos diversos segmentos da sociedade incluindo empresas, governos e instituições de ensino que atuam nas mais variadas áreas de pesquisa. Faz-se necessário ultrapassar os limites dos discursos socioambientais, viabilizando a prática através de atitudes que levem à transformação e beneficiem a sociedade e o meio ambiente. A metodologia utilizada para o desenvolvimento do trabalho foi a pesquisa-ação, por ser um método mais flexível conseguiu abarcar as necessidades que se impôs no decorrer da pesquisa. O que propiciou relacionar questões diversas como discorrer sobre a moda e a relação desta com o meio ambiente, levantar alternativas de reutilização e reciclagem dos resíduos têxteis, fazer levantamento da legislação pertinente aos resíduos industriais, propor o modelo para a reutilização e a reciclagem dos resíduos têxteis descartados no processo produtivo das indústrias confeccionistas, e guiar o processo de implantação do modelo proposto no polo de confecção de Passos – MG. O que se pretende com a implantação do modelo de tratamento de resíduos é contribuir com o repensar sobre os processos em curso, melhorar o aproveitamento dos resíduos têxteis com ações no sentido de reduzir, reutilizar e reciclar tais resíduos oriundos do setor de corte nas indústrias de confecção, desta forma contribuir para o cumprimento das leis vigentes e para um meio ambiente mais limpo e sustentável no território local.
The present work aims to propose an application model of public policies for the treatment of textile waste from apparel industry, according to The Solid Waste National Policy – Law nº 12.305/2010. Little is known about the generation and disposal of solid waste from apparel industries, virtually accurate data and researches and/or official statistical consistent data are not available. In usual, most of the clusters takes a huge quantity of textile waste, which is taken by urban garbage trucks, to the municipal landfills everyday, without any type of treatment. The environmental issues are in evidence and they are being object of study and discussion in several segments of society including enterprises, governments and educational institutions which perform in most of the research field. It is necessary to exceed the limits of the socioenvironmental speeches, supporting the experience through attitudes which take to the transformation and benefit the society and the environment. The methodology used for the development of the work was action-research, a more flexible method that got the needs required during this study. With this method, it was possible to relate several issues as write about trend and its relation with the environment, raise alternatives of reuse and recycling of textile waste, carry out a survey about the relevant legislation of the industrial waste, propose a model for the reuse and recycling of textile waste discarded in the production process of the apparel industries, and guide the deployment process of the model proposed in the apparel industry in Passos – MG. The intention with the deployment of the model for the treatment of waste is contribute with the rethink about the ongoing processes, improve the utilization of textile waste with actions in the sense of reduce, reuse and recycle those residues originating from the cut section in apparel industries, and in this way contribute to the enforcement the applicable laws and for a much more cleaner and sustainable environment in the local territory.
