Resumo
A partir da instituição da Lei Federal nº 12.305/2010, Política Nacional de Resíduos Sólidos (PNRS), os municípios ficaram responsabilizados pela coleta e tratamento dos resíduos sólidos urbanos. Os municípios, em especial, aqueles que não possuem uma gestão estruturada neste setor, ou ainda, municípios de pequeno porte, têm dificuldade no gerenciamento e cumprimento da legislação. Uma das soluções encontradas para o enfrentamento das dificuldades no âmbito da gestão dos resíduos, é a implementação de consórcios intermunicipais, a qual possibilita que a realização de serviços públicos seja compartilhada. Nesse contexto, o presente trabalho teve como objetivo diagnosticar e analisar os Consórcios Intermunicipais de gerenciamento de resíduos sólidos no Estado de São Paulo. A metodologia utilizada foi a pesquisa bibliográfica e aplicação de questionários aos órgãos municipais para que pudesse ser realizada uma análise quanto aos Consórcios Intermunicipais para gerenciamento de resíduos sólidos no estado. A partir da pesquisa, foi possível constatar que os consórcios intermunicipais auxiliam na implementação da PNRS em escala municipal e regional, e que apesar desse auxílio, ainda existe certo desconhecimento por parte dos gestores municipais a respeito desse tipo de arranjo, demonstrando a importância deste trabalho como fonte de informação aos municípios.
From the institution of Federal Law nº 12.305/2010, National Solid Waste Policy (PNRS), municipalities are responsible for the collection and treatment of urban solid waste. Municipalities, in particular those that do not have a structured management in this sector, or even small municipalities, have difficulty in managing and complying with legislation. One of the solutions to face the difficulties in the scope of service management is the implementation of inter-municipal consortia, which allows the realization of shared publics. In this context, the present study aimed to diagnose and analyze solid waste management consortia in the State of São Paulo. The methodology used was the bibliographic research and the application of studies to the municipalities so that an analysis could be carried out regarding the Intercipal Consortia for Solid Materials Management in the state. From the research, it was possible to verify that the intermunicipal consortia help in the implementation of the PNRS on a municipal and regional scale, and that it can help, there is still knowledge on the part of the right managers of this type of arrangement, demonstrating the importance of this work as a source information to municipalities.
