O papel do Estado neoliberal na política territorial do Programa Parceria e Investimento — PPI (2016 — 2021): a ponte para o futuro e as confrontações geopolíticas no Brasil

Resumo
O objetivo constitui-se em investigar os discursos institucionais e geopolíticos contidos nos programas de infraestrutura e logística, sobretudo o processo em curso do Programa Parceria e Investimento (PPI), uma vez que houve reorientação política-econômica. Portanto, fatalmente empreendeu uma reflexão sobre o papel do Estado no contexto político das primeiras décadas do século XXI, sobretudo pós-impeachment 2016, a partir da agenda neoliberal Ponte para o Futuro, através de privatizações (captura de sistemas técnicos) e licenciamento ambiental (novas áreas para valorização capitalista do espaço). Aperfeiçoou-se a problemática sob análise conceitual dos conceitos de política territorial e geopolítica. Como ponto de partida para a análise, realizou uma revisão bibliográfica das concepções materialistas do Estado, a saber: Estado, instituições, expansão geográfica do capital e confrontações geopolíticas. Atrelou-se a discussão com a Geografia Histórica das políticas territoriais, congregando crises e golpes nas administrações divergentes. Para isso, a análise se debruçou nas carteiras de projetos, atas e documentos nacionais como a Fundação Alexandre Gusmão (FUNAG). Elas se situam no trato das formas políticas de legitimação e as expressões subjacentes, no conteúdo dos novos discursos, a política externa, a ideologia e a presteza da ciência em atendê-la. Como resultado, constatou-se que o PPI é deliberadamente voltado para a inserção do capital privado. Com isso, fortifica o trato das políticas territoriais e geopolítica, congregando a análise da essência do papel do Estado, na conformação dos interesses de classe, sob o julgo da cooptação institucional e ao mercado mundial. A pesquisa infere que houve maior agressividade estatal na implantação de propositura de desenvolvimento econômico neoliberal/ultraliberal e a situação pandêmica favoreceu as iniciativas estatais em um momento de extrema vulnerabilidade política, social e sanitária da população brasileira. O cenário perfeito para consolidação da agudização da espoliação, desigualdade e acumulação capitalista.
The objective constitutes to investigate the institutional and geopolitical discourses contained in the infrastructure and logistics programs, especially the ongoing process of the Partnership and Investment Program (PPI), as there has been political-economic reorientation. Therefore, it fatally undertook a reflection on the role of the state in the political context of the first decades of the 21st century, especially post-impeachment 2016, from the neoliberal agenda Bridge to the Future, through privatization (capture of technical systems) and environmental licensing (new areas for capitalist valorization of space). We refined the problematic under conceptual analysis of the concepts of territorial politics and geopolitics. As a starting point for the analysis, it conducted a literature review of the materialist conceptions of the state, namely: State, institutions, geographical expansion of capital, and geopolitical confrontations. The discussion was linked to the Historical Geography of territorial politics, bringing together crises and coups in divergent administrations. To this end, the analysis focused on project portfolios, minutes and national documents such as the Alexandre Gusmão Foundation (FUNAG). They are located in the treatment of the political forms of legitimation and the underlying expressions, in the content of the new discourses, foreign policy, ideology and the readiness of science to attend to it. As a result, it was found that the PPI is deliberately aimed at the insertion of private capital. With this, it fortifies the treatment of territorial politics and geopolitics, congregating the analysis of the essence of the State's role, in the conformation of class interests, under the judgment of institutional cooptation and the world market. The research infers that there was greater state aggressiveness in the implementation of neoliberal/ultraliberal economic development proposition and the pandemic situation favored state initiatives in a moment of extreme political, social and health vulnerability of the Brazilian population. The perfect scenario for the consolidation of spoliation, inequality, and capitalist accumulation.
