Resumo
O presente trabalho tem como objetivo analisar os aspectos da organização “Primeiro
Comando da Capital” (PCC), pesquisando as atuações do grupo sob a perspectiva da
segurança pública e suas disputas de poder entre o PCC e as instituições estatais de segurança
pública paulista. A facção surgiu em 1993 nas prisões paulista, se tornando ao longo dos anos
um importante protagonista nas políticas de segurança pública e atuando nas dimensões do
legal ao ilegal. Diante disso, é pesquisado todo contexto histórico da organização, desde o
surgimento, até suas fases e rupturas, o que ocasionou com novas situações singulares do
comando e novos enfoques do crime no Brasil. Além dessas questões, são investigadas as
relações de saber-poder de outras instâncias que são enquadradas nesse campo da segurança
pública. Assim, serão estudados os discursos da grande mídia, da polícia, dos políticos e de
todos os setores conservadores da sociedade que moldam no imaginário do senso comum, o
“sujeito bandido”, produzindo políticas de segurança pública a partir dos governos e
instituições estatais, que se empoderam contra um inimigo abstrato, que rende lucro para
quem discursa e poder para quem age. Dessa forma, há interesses de alguns setores da
sociedade para as políticas públicas vigentes, pois elas formam uma sociedade amedrontada,
que busca na figura da polícia, nos discursos da mídia e/ou políticos para se proteger.
Destarte, foi trabalhada uma ampla revisão teórica, discutindo sobre as questões dos discursos
que formam os saberes no campo da segurança pública, relacionando com as políticas dos
governos paulistas (1983 - 2018) nessa pasta, gerando conflitos, controvérsias e massacres.
Após essa discussão teórica, é pesquisado o PCC, desde seu surgimento, passando por suas
atuações e estrutura política interna, para que posteriormente faça uma análise histórica,
evidenciando cada fase da organização, marcado por suas rupturas e inovações. Assim,
inicia-se o conteúdo sobre os diversos ramos que a facção atua, seja nas frentes política,
bélica, econômica e social, transformando a figura do partido em uma complexa relação em
suas formas de atuação e identidade. Portanto, o conteúdo mostra um conhecimento feito a
partir de uma questão teórica sobre os temas, da revisão bibliográfica dos autores, do estudo
da análise do discurso e da genealogia do poder, um novo material, produzido em prol das
ciências sociais e segurança pública, com o intuito de compreender as dimensões do PCC e a
relação vital de interesses no campo da segurança pública.
This paper aims to analyze the aspects of the organization “Primeiro Comando da Capital” (PCC), researching the group's actions from the perspective of public security and its power disputes between the PCC and the state public security institutions in São Paulo. The faction emerged at prisons in São Paulo in 1993, over the years becoming an important protagonist in public security policies and acting in the legal to illegal dimensions. In view of this, the entire historical context of the organization is researched, from the beginning, until its phases and ruptures, which resulted in new singular situations of the command and new approaches to crime in Brazil. In addition to these issues, the relations of knowledge-power of other instances that are framed in this field of public security are investigated. Therefore, the speeches of the mainstream media, the police, politicians and all conservative sectors of society that shape the “bandit subject” in the imagination of common sense will be studied, producing public security policies from governments and state institutions, who empower themselves against an abstract enemy, which yields profit for those who speak and power for those who act. Thus, there are interests of some sectors of society for the current public policies, as they form a frightened society, which seeks the figure of the police, the media and/or politicians' speeches to protect themselves. Hence, a broad theoretical review was made, discussing the issues of the speeches that form the knowledge in the field of public security, relating to the policies of the São Paulo governments (1983 - 2018) in this portfolio, generating conflicts, controversies and massacres. After this theoretical discussion, the PCC is researched, since its inception, going through its actions and internal political structure, so that later it can make a historical analysis, showing each phase of the organization, marked by its ruptures and innovations. After this, the content begins on the different branches that the faction operates, whether on the political, military, economic and social fronts, transforming the party figure into a complex relationship in its forms of action and identity. Therefore, the content shows a knowledge made from a theoretical question on the themes, from the authors' bibliographic review, from the study of discourse analysis and the genealogy of power, a new material, produced for the benefit of the social sciences and public security, in order to understand the dimensions of the CCP and the vital relationship of interests in the field of public security.
