dc.description.abstractO tema desta dissertação perpassa o artigo 103 do Estatuto da Criança e do Adolescente, que trata do ato infracional praticado por adolescentes. Esses são definidos como pessoas de 12 a 18 anos de idade, que são inimputáveis, cabendo as medidas específicas de proteção, dentre elas, a de Prestação de Serviços à Comunidade (PSC). A medida envolve a realização de atividades em entidades, com ações que devem ser voltadas para a comunidade e com metodologia pedagógica, de modo que o jovem não seja colocado para trabalhar para a entidade bem como em atividades inadequadas. O objetivo geral é investigar a percepção de jovens que cumpriram a PSC em um município de porte médio do interior do estado de São Paulo e os dois objetivos específicos consistiram em levantar as atividades que foram desenvolvidas pelos adolescentes na PSC e, a partir do relato deles, alguns resultados desta medida socioeducativa estudada. A natureza da pesquisa é qualitativa, com finalidade social, exploratória e aplicada. A metodologia é composta por pesquisa bibliográfica, análise dos documentos oficiais referentes à PSC e pesquisa de campo composta por questionário sociodemográfico e entrevista semiestruturada com oito jovens que cumpriram a PSC entre janeiro de 2019 e fevereiro de 2020. O referencial teórico é composto por três temas: discorre-se sobre as juventudes, seguida da história da criança e adolescente no Brasil e por fim aborda-se sobre a socioeducação e o trabalho desenvolvido no Programa de Prestação de Serviços à Comunidade pela UFGRS. Realizou-se análise de conteúdo das entrevistas e foram levantadas doze categorias as quais responderam os objetivos específicos. A medida socioeducativa é sancionatória no âmbito da sentença judicial, mas precisa garantir aprendizagem socio pedagógica com atividades voltadas para a comunidade. Conclui-se que é urgente romper com a Doutrina da Situação Irregular e com o contexto histórico de que o jovem é problema, de criminalizar o jovem pobre, negro, da periferia e romper com as intervenções pautadas no trabalho como sanção-punição.pt
dc.description.abstractThe theme of this dissertation goes through article 103 of the Statute of Children and Adolescents, which deals with the infraction committed by adolescents. These are defined as persons between 12 and 18 years of age, who cannot be held responsible, with specific protection measures, among them, the Provision of Services to the Community (PSC). The measure involves carrying out activities in entities, with actions that must be focused on the community and with pedagogical methodology, so that the young person is not placed to work for the entity as well as in inappropriate activities. The general objective is to investigate the perception of the adolescents who completed the measure in a medium municipality in the interior of the state of São Paulo and the two specific objectives consist of a survey not only of the activities developed by the adolescents, but also some results of the measure, based on their report of the experience. The nature of the research is qualitative, with a social, exploratory, and applied purpose. The methodology consists of bibliographic research, analysis of official documents referring to the rendering of services to community and field research consisting of a sociodemographic questionnaire and semi-structured interview with eight adolescents who completed the measure between January 2019 and February 2020. The theoretical framework is composed of three themes: first there is a discussion about the youth, followed by the history of children and adolescents in Brazil and finally, socio-education and the work developed in the Community Service Program by UFRGS. Then, a content analysis of the interviews was carried out and twelve categories were raised responding to the specific objectives. The socio-educational measure has a sanctioning nature within the scope of the judicial sentence, but it needs to guarantee socio-pedagogical learning with activities aimed at the community. It is concluded that it is urgent to break with the Doctrine of the Irregular Situation and with the historical context that adolescents are a problem, to criminalize poor, young black people from the periphery and break with interventions based on work as a sanction-punishment.en
