Abstract (english)
This paper sought to deepen, investigate and analyze the institutional and organizational obstacles of public policies for food security programs, in a period of change in municipal management. Our aim is besides de obstacles, to identify the efficacy and effectiveness of SAN social network, highlighting the National Program of School Food – PNAE. The analysis focuses the city of Araraquara and its food security program network in its relationship with the settlements, highlighting its cultural and productive particularities.

Neste artigo procurou-se aprofundar, investigar e analisar os entraves institucionais e organizacionais de políticas públicas, em período de mudança de gestão municipal, dos programas de segurança alimentar. Propõem-se, além dos entraves, identificar a eficácia e efetividades sociais na rede SAN com destaque ao Programa Nacional de Alimentação Escolar-PNAE. A análise se concentra no município de Araraquara na sua rede de programas de segurança alimentar, em sua relação com os assentamentos, destacando as particularidades culturais e produtivas.
