Entre a garantia de direitos e a promoção do reconhecimento social: as estratégias de efetivação do acesso ao BPC na UACJS/UNESP – Franca

Abstract

A presente dissertação buscou a compreensão das estratégias de atuação dos profissionais da área de Serviço Social no processo de garantia do benefício, considerando as restrições para sua efetividade, e passando essa compreensão para análise, se as estratégias que trabalham com o acesso da promoção do Benefício de Prestação Continuada (BPC) estão restritas somente à garantia de direitos ou se aproximam da perspectiva do reconhecimento social. Para realizar esse estudo, a Unidade Auxiliar Centro Jurídico Social (UACJS) da Faculdade de Ciências Humanas e Sociais da UNESP - campus de Franca (FCHS-UNESP) foi o lócus da pesquisa, uma vez que, observamos sua relevância no atendimento sociojurídico na cidade e enquanto ambiente de aporte acadêmico para pesquisa no âmbito sociojurídico e também sua metodologia de trabalho interdisciplinar na busca do acesso aos direitos. Partimos assim da compreensão do papel exercido pelo profissional do Serviço Social na promoção do acesso ao BPC, buscando vislumbrar suas estratégias de atuação diante das restrições concretas à efetividade de tal direito, investigando quais são essas estratégias, qual o perfil destes usuários, analisando a possibilidade de contribuição ao usuário para além da concessão do benefício, transitando pela perspectiva do reconhecimento social. Nesse estudo, utilizamos do acervo bibliográfico da universidade iniciando a discussão com a contextualização sócio-histórica da Política Social no Brasil e do BPC, na parte da pesquisa de campo utilizamos a análise dos prontuários dos requerentes do BPC dos últimos três anos e entrevista com os profissionais do Serviço Social da UACJS com propósito de identificar essas estratégias através de suas falas, respeitando normas éticas e sigilo de informações, para que fosse possível apropriação desse contexto e atendimento ao objetivo proposto. Esperamos que a pesquisa seja parte da construção de arcabouço teórico na temática do BPC e também propicie reflexões no âmbito da categoria profissional e demais profissionais que estejam envolvidos com o benefício quanto às estratégias de atuação diante das restrições concretas à efetividade de tal direito.

The present study seeks to understand the strategies of action of professionals in the Social Work area in the process of guaranteeing the benefit considering the restrictions for its effectiveness and passing this understanding to analysis if the strategies that work with the access of the promotion of the Continuous Cash Benefit (BPC) are restricted only to the guarantee of rights approach the perspective to promote social recognition. In order to carry out this study, the Social Juridical Center (UACJS) of the College of Humanities and Social Sciences, São Paulo State University “Júlio de Mesquita Filho” was the locus of the research, since, we observed its relevance in socio-legal care in the city and An environment of academic support for socio-juridical research, as well as its methodology of interdisciplinary work in the search for access to rights. We will start from an understanding of the role played by the Social Service professional in the promotion of access to the BPC, seeking to glimpse its strategies of action in face of the concrete restrictions to the effectiveness of such right, investigating what these strategies are, what the profile of these users is, analyzing the possibility Of contribution to the user beyond the concession of the benefit, going through the perspective of social recognition. In this search, we will use the bibliographic collection of the university starting the discussion with the socio-historical contextualization of Social Policy in Brazil and the BPC, in the field research part we will use the analysis of the medical records of the applicants of the BPC of the last three years and interview with the Professionals of the Social Service of the UACJS in order to identify these strategies through their lines, respecting ethical norms and secrecy of information, in order to appropriate this context and achieve the proposed goal. We also hope that research is part of the construction of a theoretical framework on the subject of BPC and also can provide reflections within the scope of the professional category and other professionals who are involved with the benefit of the strategies of action in face of concrete restrictions to the effectiveness of this right.
