Geografia, turismo e religião: gestão pública do espaço no município de interesse turístico de Santo Expedito SP

Abstract

A velocidade com que a atividade turística pode interferir no espaço em que se desenvolve tem gerado demandas de estudos que permeiam um planejamento específico, pautado nas necessidades de moradores e visitantes em localidades classificadas como turísticas. A Secretaria Estadual de Turismo de São Paulo possui uma política pública de turismo que reconhece e classifica municípios em que o turismo já ocorre, esse reconhecimento dá direto ao município receber o título de Município de Interesse Turístico (MIT) ou Estância Turística Lei Complementar 1261/2015, além de um incentivo financeiro para o desenvolvimento da infraestrutura local. Esta dissertação tem como objetivo realizar análise das políticas públicas e gestão pública do turismo no Município de Interesse Turístico de Santo Expedito (SP). A metodologia adotada para esta pesquisa é a quali-quantitativa, de caráter exploratório. Para subsidiar a pesquisa e permitir reflexões acerca do objetivo central, realizou-se uma discussão teórica que abarcou diversas áreas que perpassam pela geografia e pelo turismo, subsidiando conceitualmente. Foram realizadas visitas in loco que viabilizaram o registro fotográfico da infraestrutura básica e turística, a aplicação de questionários on-line junto aos moradores e entrevistas com os representantes da gestão pública e da igreja do município e por meio de documentos o registro das obras de infraestrutura turística executadas no local. Bem como, a coleta de dados sobre o MIT e verbas direcionadas a este em plataformas on-line do Ministério do Turismo, Secretaria Estadual e municipal de Turismo. Os resultados obtidos integraram informações sobre as transformações referentes a infraestrutura local de Santo Expedito após seu reconhecimento como MIT, a atuação do poder público municipal e a ação conjunta com a paróquia do município diante as atividades religiosas que proporcionam o fluxo de milhares de pessoas todos os anos. Outro importante resultado observado se refere ao ponto de vista dos moradores do município em relação as possíveis transformações decorrentes do turismo religioso e sua classificação como MIT.

The speed with which the tourist activity can interfere in the space in which it develops has generated demands of studies that permeate a specific planning based on the needs of residents and visitors in locations classified as tourist. The State Department of Tourism of São Paulo has a public tourism policy that recognizes and classifies municipalities in which tourism already takes place, this recognition gives the municipality the title of Municipality of Tourist Interest (MIT) or Tourist Resort, financial incentive for the development of local infrastructure. This dissertation aims to analyze public policies and public tourism management in the Municipality of Tourist Interest of Santo Expedito (SP). The methodology adopted for this research is quali-quantitative, exploratory. To support the research and allow reflections about the central objective, a theoretical discussion was held that housed several areas that permeate geography and tourism, conceptually subsidizing. On-site visits were carried out which enabled the photographic registration of basic and tourist infrastructure, the application of online questionnaires to residents and interviews with representatives of the municipality's public administration and church and, through documents, the registration of infrastructure works tour performed on site. As well as the collection of data on the MIT, and funds directed to this on online platforms of the Ministry of Tourism, State and Municipal Secretariat of Tourism. The results obtained integrated information on the transformations related to the local infrastructure of Santo Expedito after its recognition as MIT, the action of the municipal government and the joint action with the parish of the municipality before the religious activities that provide the flow of thousands of people every year. Another important result observed refers to the point of view of the residents of the municipality in relation to the possible transformations resulting from religious tourism and its classification as MIT.
