A eleição do Lula é significativa e cercada por muitas contradições. A continuidade da política macroeconômica e a implementação de políticas sociais levaram à minimização da pobreza, dando margem para o surgimento de uma ampla discussão sobre o caráter que prevaleceu nos seus dois mandatos (2003 – 2010). Diante disso, o objetivo da pesquisa consiste em discutir e analisar as rupturas e continuidades do governo Lula com o projeto capitalista neoliberal, de modo a identificar as contradições existentes em sua política. A hipótese inicial defendida nesta pesquisa é de que houve um rompimento parcial com o projeto neoliberal, destacando a preservação do rígido ajuste fiscal, porém, acrescentando ao longo dos seus dois mandatos elementos novos, como a adoção de políticas sociais. Desta forma, enfatizaremos na discussão o caráter das transformações ocorridas no Brasil, partindo da evolução política econômica e social do governo Lula. A pesquisa implicará em um estudo sistemático das políticas adotadas durante a sua gestão, com o intuito de identificar as transformações do (re)arranjo político-ideológico que vigorou durante os seus dois mandatos. Sendo a pesquisa proposta, portanto, de caráter bibliográfico.
Abstract (english)
Lula's election is significant and surrounded by many contradictions. The continuity of macroeconomic policy and the implementation of social policies led to the minimization of poverty, giving rise to a broad discussion about the character that prevailed in his two terms (2003-2010). Given this, the aim of this research is to discuss and analyze the ruptures and continuities of the Lula government with the neoliberal capitalist project, in order to identify the contradictions existing in his policies. The initial hypothesis defended in this research is that there was a partial rupture with the neoliberal project, highlighting the preservation of rigid fiscal adjustment, but adding new elements such as the adoption of social policies. In this way, we will emphasize in the discussion the character of the transformations that occurred in Brazil, starting from the economic and social political evolution of Lula's government. The research will involve a systematic study of the policies adopted during his administration, in order to identify the transformations of the political-ideological (re)arrangement that took place during his two terms. The proposed research is, therefore, bibliographical in nature.
