Estudos sobre as instituições participativas: o debate sobre sua efetividade

Abstract

The main purpose of this article is to introduce the debate on the effectiveness of the participatory institutions in Brazil. At first, it will bring the very early debate about participatory democracy and deliberative democracy. Afterwards, the article will show how international literature impacts studies on the democratic transition in Brazil, trying to delineate the borders, limitations and advances of Brazilian literature about the theme. In the last part, the main topics of debate on the effectiveness of participatory institutions - methods and instruments of evaluation - will be pointed out

O objetivo principal deste artigo é apresentar o debate sobre a efetividade das instituições participativas no Brasil. Primeiramente, desenvolve-se uma reflexão acerca das origens teóricas do debate sobre democracia participativa e democracia deliberativa. Num segundo momento, o artigo mostra como a literatura internacional impacta os estudos sobre a transição democrática no Brasil, procurando delinear os contornos, limites e avanços da literatura brasileira sobre a temática. No último tópico, serão apontados os principais eixos do debate sobre a efetividade das instituições participativas, relacionado ao que se pretende avaliar e às metodologias e instrumentais de pesquisa.
