A guerra comercial EUA-China: uma análise quantitativa do impacto das tarifas na primeira fase (2018-2021)

Abstract

O objetivo deste trabalho é realizar uma análise quantitativa da estrutura e dos impactos das tarifas na Guerra Comercial entre Estados Unidos e China, restringindo-se à sua fase inicial (2018-2021). O problema de pesquisa principal é estabelecer a abrangência da cobertura tarifária e seus impactos no volume de importações entre os dois países. A metodologia adota uma abordagem quantitativa, coletando e processando dados da Comissão de Comércio Internacional dos Estados Unidos (USITC) e do Banco Mundial, que são então analisados estatisticamente. A pesquisa foca na avaliação do efeito no comércio bilateral dos produtos tarifados em cada rodada e na alteração do volume total importado. Os resultados revelam a extensão da limitação comercial imposta e o efeito das políticas protecionistas. Por fim, o estudo analisa se os objetivos estratégicos de recuperação da manufatura, crescimento do PIB, geração de empregos e redução do déficit comercial com a China foram atingidos. Esta pesquisa enriquece a literatura ao fornecer uma descrição técnica detalhada da mecânica tarifária utilizada, preenchendo uma lacuna existente sobre a relação entre a extensão dos códigos tarifários e a variação real do comércio durante o período analisado.

The objective of this paper is to conduct a quantitative analysis of the structure and impacts of tariffs in the US-China Trade War, restricted to its initial phase (2018-2021). The main research problem is to establish the extent of tariff coverage and its impacts on the volume of bilateral imports. The methodology adopts a quantitative approach, collecting and processing data from the United States International Trade Commission (USITC) and the World Bank, which are then statistically analyzed. The research focuses on evaluating the effect on bilateral trade of the products tariffed in each round and the alteration of the total imported volume. The results reveal the extent of the imposed trade restriction and the effect of protectionist policies. Finally, the study analyzes whether the strategic objectives of manufacturing recovery, GDP growth, job creation, and the reduction of the trade deficit with China were achieved. This research enriches the literature by providing a detailed technical description of the tariff mechanics used, filling an existing gap regarding the relationship between the extent of tariff codes and the real variation of trade during the analyzed period.
