A Feira de São Joaquim como objeto de estudo no campo de políticas públicas: requalificação e patrimônio cultural imaterial

Abstract

A Feira de São Joaquim destaca-se por resguardar a história e a memória da cidade de Salvador (BA). O bem cultural imaterial de São Joaquim é dotado de significados que persistem no tempo: feirantes, consumidores, babalorixás e ialorixás unidos por um espaço simbólico e pelas interações e trocas que ocorrem em seu ambiente. A partir da Constituição Federal de 1988, tornou-se dever do Estado brasileiro proteger e zelar pelas manifestações das culturas populares, garantir o pleno exercício dos direitos culturais e a proteção aos patrimônios de natureza material e imaterial. Este último, respaldado pela legislação regulatória do art. 216 da CF. No sentido de reconhecer a importância das relações sociais, econômicas e culturais de São Joaquim, emergem suas estratégias de salvaguarda. O pedido de número 01502.000028/2004-91 prevê o de Registro da FSJ enquanto Patrimônio Imaterial Brasileiro, solicitado em 2005 pelo Sindicato dos Vendedores Ambulantes e Feirantes de Salvador (BA) e, paralelamente, o Projeto de Requalificação. Este, teve a sua primeira fase executada entre 2012 e 2015 a partir da parceria entre o Ministério da Cultura e secretarias do Governo do Estado da Bahia, e propunha melhorias na qualidade do trabalho dos feirantes, na infraestrutura e no circuito econômico. Entretanto, o cenário posterior às reformas parece ser marcado por duas realidades distintas: a parte reformada, minoritária, beneficiada pelas mudanças, e a parte não requalificada, espaço majoritário à margem da infraestrutura. Deste complexo cenário, emerge a pergunta que essa dissertação visou responder: Quais os limites do Projeto de Requalificação para com a esfera cultural da Feira de São Joaquim? Dessa forma, o objetivo desta pesquisa é o de apresentar o Projeto de Requalificação da Feira de São Joaquim e compreender os seus limites para a salvaguarda cultural da maior feira livre da Bahia. Para cumprir com os objetivos, a metodologia combinou a pesquisa bibliográfica, a análise de documentos e o trabalho de campo, respaldado pela observação dos fenômenos. Dessa forma, esta dissertação espera ter conseguido averiguar as hipóteses de que: a) embora o Projeto de Requalificação tenha sido elaborado a partir de representantes de órgãos responsáveis pela Cultura, Turismo e Planejamento Urbano, a sua execução parece não ter contemplado as três esferas com equidade; e b) a Requalificação proporcionou benefícios na infraestrutura do espaço físico, mas apresenta limitações no que diz respeito à salvaguarda das dinâmicas culturais da Feira de São Joaquim. Assim, espera-se ter enfatizado a importância da atuação do poder público em espaços culturais, desde que operados a partir de ações estratégicas para a manutenção das dinâmicas características, priorizando a tradição cultural, os saberes populares e seus modos de fazer.

The Feira de São Joaquim stands out for preserving the history and memory of the city of Salvador (BA). The immaterial cultural property of São Joaquim is endowed with meanings that persist in time: feirants, consumers, babalorixás and ialorixas united by a symbolic space and by the interactions and exchanges that occur in its environment. From the Brazilian Federal Constitution of 1988, it became the duty of the Brazilian State to protect and watch over the manifestations of popular cultures, to guarantee the full exercise of cultural rights and the protection of material and intangible heritage. The latter, backed by the regulatory legislation of article 216 of the CF. In the sense of recognizing the importance of the social, economic and cultural relations of São Joaquim, emerge his safeguarding strategies. The application number 01502.000028/2004-91 provides for the Registration of FSJ as Brazilian Intangible Heritage, requested in 2005 by the Sindicato dos Vendedores Ambulantes e Feirantes de Salvador (BA) and, in parallel, the Project of Requalification. This, had its first phase carried out between 2012 and 2015 from the partnership between the Ministry of Culture and secretaries of the Government of the State of Bahia, and proposed improvements in the quality of the work of the fairmen, in the infrastructure and in the economic circuit. However, the post-reform scenario seems to be marked by two distinct realities: the reformed, minority part, benefiting from the changes, and the unreclassified part, majority space on the margins of infrastructure. From this complex scenario, the question that this dissertation aimed to answer emerges: What are the limits of the Requalification Project with regard to the cultural sphere of the Feira de São Joaquim? Thus, the aim of this research is to present the Project of Requalification of the Fair of São Joaquim and to understand its limits for the cultural protection of the largest free fair in Bahia. To meet the objectives, the methodology combined bibliographic research, document analysis and field work, supported by the observation of phenomena. Thus, this dissertation hopes to have managed to find out the hypotheses that: (a) although the Requalification Project has been prepared from representatives of bodies responsible for Culture, Tourism and Urban Planning, its implementation does not seem to have considered the three spheres with equity; and (b) the ReQualification has provided benefits in the infrastructure of the physical space, but presents limitations in terms of safeguarding the cultural dynamics of the Feira de São Joaquim. Thus, it is hoped to have emphasized the importance of the performance of public power in cultural spaces, as long as operated from strategic actions for the maintenance of the characteristic dynamics, prioritizing the cultural tradition, the popular knowledge and their ways of doing culture.
