A violência simbólica no campo: um recorte do conflito agrário de Paulicéia (SP)

Abstract

Esta dissertação tem como objetivo apontar a geografia da violência no campo contemporâneo, diferenciando-a da matriz geográfica da violência da reforma agrária, que esteve historicamente ligada à luta pela terra. Aqui, trataremos da luta por direitos essenciais, como saúde, lazer e educação. No tocante aos direitos essenciais – aqueles dos quais não se pode abrir mão e que, no ordenamento constitucional, são conhecidos como direitos fundamentais –, é dever do Estado assegurá-los e garanti-los. A pesquisa parte do estudo psicossocial de famílias acampadas em assentamentos no município de Paulicéia (SP), na divisa com o estado do Mato Grosso do Sul (MS). São famílias que vivem em áreas de ocupação há mais de trinta anos, sobrevivendo em um solo infértil de oportunidades e esperanças. Esse cenário tem levado muitas delas ao êxodo para a cidade, em busca de melhores condições de vida que acreditam encontrar. No entanto, sem obter êxito na vida urbana, acabam dependendo de serviços e benefícios socioassistenciais para sobreviver. A violência no campo, hoje, não se manifesta mais nos moldes dos antigos latifúndios, mas sim por meio da modernização do setor agrícola e da ausência de políticas públicas voltadas à agricultura familiar. Buscamos assim, compreender a estratificação das formas de violência no campo e as dinâmicas contemporâneas desse fenômeno. Atualmente, as lutas desses sujeitos não são apenas pela terra ou pela propriedade, mas pela permanência no território e pela garantia de direitos fundamentais. A luta é pela legitimação da existência desses sujeitos como cidadãos de direitos, pela implementação de políticas públicas que assegurem a qualidade de vida no campo como um princípio da dignidade humana. São novas formas de violência que se instalam nas famílias do campo, escamoteadas e invisíveis aos olhos do poder público, que historicamente destina a elas o último lugar na formulação de políticas e ações sociais.

This dissertation aimThis dissertation aims to identify the geography of violence in the contemporary countryside, distinguishing it from the geographical matrix of agrarian reform violence, which has historically been linked to the struggle for land. Here, we address the struggle for essential rights such as healthcare, leisure, and education. With regard to essential rights—those that cannot be waived and which, within the constitutional framework, are known as fundamental rights—it is the duty of the State to ensure and guarantee them. The research is based on the psychosocial study of families living in settlement camps in the municipality of Paulicéia, in the state of São Paulo, on the border with the state of Mato Grosso do Sul. These are families who have lived in occupied areas for more than thirty years, surviving on soil barren of opportunities and hope. This scenario has driven many of them to migrate to the city in search of better living conditions, which they believe they will find there. However, failing to succeed in urban life, they eventually become dependent on social assistance services and benefits in order to survive. Violence in the countryside today no longer manifests itself in the forms associated with the old latifundia, but rather through the modernization of the agricultural sector and the absence of public policies aimed at family farming. Thus, we seek to understand the stratification of forms of violence in rural areas and the contemporary dynamics of this phenomenon. At present, the struggles of these subjects are no longer solely for land or property, but for permanence in the territory and for the guarantee of fundamental rights. The struggle is for the legitimation of their existence as citizens with rights, and for the implementation of public policies that ensure quality of life in rural areas as a principle of human dignity. These are new forms of violence that take root within rural families, concealed and invisible to the eyes of public authorities, which have historically relegated them to the last place in the formulation of policies and social actions.
