No último século, a humanidade construiu um arcabouço normativo, tanto no cenário internacional, com a proclamação da Declaração Universal dos Direitos Humanos (1948), quanto no nacional, com a consagração do direito à educação, em capítulo específico, da Constituição Federal de 1988. Tal estrutura permitiu ratificar a aprendizagem como um direito humano fundamental. Com isso, elaboramos nosso problema de pesquisa com o intuito de responder a seguinte questão: qual é a percepção docente sobre os fatores intervenientes na aprendizagem dos estudantes do Ciclo II do Ensino Fundamental I? Nosso objetivo principal, deste modo, é analisar, criticamente, acerca do que pensam as docentes sobre os fatores intervenientes na aprendizagem dos estudantes do Ciclo II do Ensino Fundamental I. Utilizamos “fatores intervenientes” para referirmos aos elementos que atravessam o fenômeno da aprendizagem ou da não-aprendizagem. Portanto, este conceito corresponde aos fatores que impactam diretamente, podendo facilitar, dificultar ou modificar a aprendizagem escolar. Nossa metodologia é qualitativa, cuja natureza da pesquisa é aplicada. Utilizamos como procedimentos a pesquisa bibliográfica, a pesquisa documental e a pesquisa de campo, a qual foi realizada por meio de entrevista semiestruturada. O lócus da pesquisa foram quatro escolas públicas de uma mesma rede municipal do interior do estado de São Paulo. A escolha das unidades escolares partiu do resultado do Índice de Desenvolvimento da Educação Básica (IDEB): duas entre as de maior índice e duas entre as de menor índice da rede pesquisada. Foram quatro professoras entrevistados em cada unidade escolar, totalizando dezesseis participantes. Nossos achados apontam, tanto para as escolas com maior quanto as escolas com menor IDEB, uma maior frequência de menções a intervenientes relacionados a metodologias de ensino quando abordam fatores favoráveis à aprendizagem. Por outro lado, quando é abordado fatores desfavoráveis à aprendizagem, a maior frequência direcionou para intervenientes familiares. Ou seja, atribui-se sentidos positivos ao fazer interno à escola, dos quais são vistos como intervenientes de sustentação na aprendizagem e, por outro lado, sentidos negativos aos intervenientes externos à escola, enxergados como papel central à não-aprendizagem, sobretudo nos fatores familiares. Apesar do número de menções serem similares entre as escolas, os sentidos atribuídos nas percepções docentes sugerem dicotomias: enquanto as professoras das escolas com maior IDEB buscam se distanciar dos métodos tradicionais, as unidades com menor índice reivindica a importância de alternar os métodos, inclusive com o uso de práticas tradicionais, de acordo com o contexto discente. Esta distinção nos dados sugere que as escolas com os menores índices, ao serem submetidos por uma cobrança por resultados, faz com que as docentes tenham uma preocupação efetiva com o desempenho de sua turma, do qual as professoras lançam mão de todas as metodologias que eles conhecem. Destaca-se, ademais, a pouca menção para a responsabilidade estatal para a garantia da efetivação do direito à aprendizagem.

In the last century, humanity has built a normative framework, both on the international stage—with the proclamation of the Universal Declaration of Human Rights (1948)— and nationally, with the constitutional enshrinement of the right to education in a specific chapter of the 1988 Federal Constitution. This structure has helped establish learning as a fundamental human right. Accordingly, we formulated our research problem with the aim of answering the following question: what is the teachers' perception of the factors intervening in the learning of students in Cycle II of Elementary School? Our main objective, therefore, is to critically analyze what teachers think about the factors intervening in the learning of students in Cycle II of Elementary School. We use "intervening factors" to refer to the elements that permeate the phenomenon of learning or non-learning. This concept therefore corresponds to the factors that directly impact school learning, whether by facilitating, hindering, or modifying it. Our methodology is qualitative, with an applied nature of research. We used bibliographic research, documentary research, and field research as procedures, the latter carried out through semi-structured interviews. The locus of the research was four public schools within the same municipal network in the interior of the state of São Paulo. The selection of school units was based on the results of the Basic Education Development Index (IDEB): two among the schools with the highest indices and two among those with the lowest indices in the network studied. Four teachers were interviewed at each school unit, totaling sixteen participants. Our findings indicate that, in both higher- and lower-IDEB schools, factors related to teaching methodologies were mentioned more frequently when addressing factors favorable to learning. Conversely, when addressing factors unfavorable to learning, the highest frequency pointed to familyrelated factors. In other words, positive meanings are attributed to work internal to the school, seen as factors that sustain learning, while negative meanings are attributed to factors external to the school, regarded as central to non-learning, especially familyrelated factors. Although the number of mentions was similar between the two groups of schools, the meanings attributed in teachers' perceptions suggest dichotomies: while teachers in higher-IDEB schools seek to distance themselves from traditional methods, those in lower-IDEB schools emphasize the importance of alternating methods, including the use of traditional practices, depending on students' context. This distinction in the data suggests that, in lower-IDEB schools, pressure for results leads teachers to a more effective concern with their students' performance, prompting them to draw on every methodology they know. It is also worth noting the scarce mention of state responsibility for ensuring the effective realization of the right to learning.
